Canada Corporate Event 2026: official bilingualism, province-by-province GST/HST, QST in Quebec, and gifts where maple syrup and smoked salmon compete with bourbon for first place

Canada operates under a federal-provincial dual fiscal regime. The CRA (Canada Revenue Agency) administers the GST (Goods and Services Tax) of 5% federal, which adds to PST in some provinces or fuses as HST (Harmonized Sales Tax) in Ontario (13%), New Brunswick (15%), Nova Scotia (15%), Prince Edward Island (15%), Newfoundland and Labrador (15%). Quebec administers its own QST (Quebec Sales Tax) of 9.975% that adds to the federal GST of 5%, totaling 14.975%. The invoice is issued as a CAD invoice, not as electronic invoice, with the partner-emitter's Business Number (BN) of 9 digits (format: 123456789RT0001 with account and type suffix). The corporate event in Toronto, Mississauga, Montreal, Vancouver, Calgary, or Ottawa resolves three layers. The first is bilingualism: printed material is delivered in English by default, in French for Quebec, bilingual English–French for national events. The second is invoicing: CAD invoice with BN, GST/HST/QST by province, and, when the recipient is a Mexican tax resident, withholding on payments abroad under the Mexico–Canada DTA in force since 2006 with 2008 amending protocol. The third is gift curation: Quebec maple syrup (AA grade, golden, amber, dark), Atlantic or Pacific smoked salmon, Québécois artisan cheese (Oka, Saint-Paulin, Riopelle de l'Isle), Côte-Nord cranberry, Niagara or Okanagan wine, Canadian whisky (Crown Royal, Canadian Club, Forty Creek).

GST/HST/QST, BN, NR4, and Mexico–Canada DTA deduction

The Canadian GST is the 5% federal tax on most goods and services. The HST fuses federal GST with provincial PST in Ontario (13%), New Brunswick (15%), Nova Scotia (15%), PEI (15%), and Newfoundland (15%). The Quebec QST is the 9.975% provincial tax adding to federal GST. The British Columbia PST is 7%, Manitoba 7%, Saskatchewan 6%. Alberta, Yukon, Nunavut, and Northwest Territories charge only GST 5%.

The BN (Business Number) is the Canadian fiscal identifier of the partner, equivalent to the Mexican RFC. It is issued by the CRA with 9-digit format plus account and type suffix (RT0001 for GST/HST, RP0001 for payroll tax, RC0001 for corporate tax). The NR4 is the withholding slip on payments to non-residents that the Canadian partner issues to the Mexican client when withholding Canadian tax on the payment.

For the Mexico-based client, the deduction operates under the Mexico–Canada DTA in force since 2006 with 2008 amending protocol. The Mexican client deducts as expense the Canadian proportion if the event ties to the Mexican operation, withholds ISR on payments abroad when the Canadian partner is a Canadian tax resident (the DTA establishes reduced rates for dividends 5%/15%, interest 5%/15%, royalties 10%/15%), and applies 100% creditable IVA on the Mexican component with CFDI 4.0 SAT. For clients with Permanent Establishment in Canada under branch regime, the deduction operates under specific rules.
