Communications giveaways
Tote bags, notebooks, pens and reusable bottles for press conferences, open-day events and citizen-facing campaigns run by federal or state communications teams.
Government procurement
For procurement, communications and event teams at federal dependencies, state governments, IMSS, ISSSTE, SAT, SHCP and municipal offices who need branded apparel, giveaways and conference kits under the Ley de Adquisiciones, Arrendamientos y Servicios del Sector Público.
Federal acquisitions are governed by the Ley de Adquisiciones, Arrendamientos y Servicios del Sector Público (LAASSP) and its Reglamento. State and municipal purchases follow their own equivalents — for instance, the Ley de Adquisiciones de la Ciudad de México or the Ley de Adquisiciones del Estado de México. Above the thresholds set for each fiscal year, the agency must run a formal tender (licitación pública), an invitation to at least three bidders (invitación a cuando menos tres) or, for very small buys, a direct award (adjudicación directa). Each path produces a contract, a CFDI 4.0 receipt, and a póliza that survives an ASF audit.
The merch supplier must be in the SAT's active RFC list, must hold a vigente constancia de situación fiscal, must demonstrate technical capacity (production floor, capacity per month, sample deliverable), and must accept the agency's payment schedule — usually 20 to 30 days after the CFDI is stamped and the goods are received.

Lanyards, badges, notebooks and folders for government-run conferences and citizen consultations. Numbers often run into the thousands.
Educational giveaways for health, security and environmental campaigns. Branded loosely; often distributed through state-level offices and DIF networks.
Before a supplier signs a government contract, the buyer typically requests a "documentación legal, técnica y económica" packet that includes the acta constitutiva, the RFC, the constancia de situación fiscal, the último estado de cuenta bancario, two recent contracts of similar size, opinion positiva de cumplimiento de obligaciones fiscales (32D), opinion positiva de obligaciones en materia de seguridad social, and proof of no laboral litigation. Some agencies also ask for an opinion positiva de cumplimiento de obligaciones en materia de INFONAVIT. Build this packet before the tender opens; the missing document is almost always the reason a small supplier is disqualified.
Federal and state agencies in Mexico are exempt from IVA on acquisitions made with federal or state funds, but the supplier still stamps the CFDI 4.0 with uso CFDI G03 and the buyer's RFC. For imported merchandise, the agency issues the corresponding exemption documents and the supplier files the customs paperwork accordingly. Municipal agencies follow the same pattern but with state-level paperwork.
Above the threshold for the year, yes. Below it, a direct award or an invitation to three bidders is possible. Check the threshold published in the DOF at the start of each fiscal year.
Usually 20 to 30 days after the CFDI is stamped and the goods received at the agency's almacén. Build that into the supplier's cash-flow plan.
