EU 2026 Q1 Package: the quarter that reopens operational dialogue with Europe

The first quarter of the European calendar year concentrates the trade-fair calendar that Mexican binational chambers and Foreign Trade departments treat as the start of the operational year toward the European Union. Fitur Madrid (21–25 January 2026 at Ifema), the Mobile World Congress Barcelona (2–5 March 2026 at Fira Gran Via), the Brussels Mission Week organised by the Delegation of the European Union in Mexico in late February, and the Q1 diplomatic reception at the Patronato of the Spanish Chamber in CDMX mark the window in which IMMEX plants from the Monterrey–Saltillo corridor with clients in Germany, France, Italy, Spain and the Netherlands reopen dialogue with European procurement teams. The EU 2026 Q1 package covers that dialogue as a single logistical and fiscal piece: differentiated provision per event, compliance with the new CBAM Phase 2 that the European Council activates from 1 January 2026 with mandatory embedded-carbon declaration, and tracking of the USMCA six-year review that the USTR, the Mexican Secretariat of Economy and the Advisory Committee formally open in January 2026.

EU CBAM Phase 2, USMCA six-year review and trade compliance

The European Union's Carbon Border Adjustment Mechanism (CBAM) enters its fully mandatory phase from 1 January 2026 after the 2023–2025 transitional phase. The CBAM declaration applies to imports of cement, steel, aluminium, fertilisers, electricity and hydrogen with significant embedded carbon and will expand progressively. IMMEX plants from the Monterrey–Saltillo corridor exporting autoparts and metal-mechanics to Germany (BMW, Volkswagen, Continental), France (Renault, Stellantis, Valeo) and Italy (Fiat, Magneti Marelli) must demonstrate carbon traceability in their shipments through quarterly declarations to the authorised European importer. Corp-Merch.MX coordinates with the customs broker in Hannover and Stuttgart the issuance of the complementary documentation that accompanies each shipment, in Spanish and German, stamped by the authorised expert and validated by the binational chamber.

The USMCA six-year review formally opens in January 2026 with the first trilateral negotiating commission meeting in Washington. Sensitive topics for Mexican corporates with IMMEX operations are the automotive rules of origin (70 percent regional with 25 percent high-wage labour value), the rapid-response labour mechanism in autopart plants, the intellectual property chapters and the customs procedures at the northern border. The EU Q1 2026 package delivers provision for the negotiation tables that the corporate convenes with officials from the Secretariat of Economy and the Office of the US Trade Representative in CDMX and Washington DC during the first quarter.

Production, Carta Porte 3.0 and transit through European border

We produce the EU Q1 2026 package in a Mexican workshop with capacity for textile (screen-printing with low-cure plastisol or water-based inks), luxury box-making (rigid boxes with hot-stamping and embossing), metalwork (laser engraving on steel and aluminium with controlled depth), and final assembly on a bench with packing list that itemises content per kit and verification against the purchase order before dispatch. Personalisation with executive name and event code is applied with exterior label and interior packing slip, and recipient data is deleted from our systems 90 days after the event per the Federal Law on Protection of Personal Data Held by Private Parties (LFPDPPP).

Logistics toward the European Union operate with Carta Porte 3.0 stamped at the SAT and complement of vehicle, operator and goods identification for land transit from the Ramos Arizpe or Apodaca plant to the Nuevo Laredo or Piedras Negras border. For air shipments to Madrid, Barcelona and Brussels we operate with IATA-insured courier with piece-by-piece tracking and consolidated delivery at the corporate warehouse or at the fair venue. The CFDI 4.0 invoice includes the foreign-trade complement when the destination is a non-USMCA country, with 0% VAT rate and breakdown of temporary or definitive export pedimento as applicable.
