Corp 82 final bundle: the kit your Mexican logistics corporation hands an operator the moment they cross through Laredo or Nuevo Laredo on their first international run
A Mexican logistics corporation — a federal-licensed cross-border carrier, an IMMEX operator shipping to the US under USMCA, a consolidated-cargo company running Carta Porte 3.0, a reverse-logistics operator with ANAM authorization, a C-TPAT-certified carrier, an international freight forwarder with a Laredo office — needs to hand documented equipment and tangible tools to the operator who crosses through Laredo or Nuevo Laredo, files the first container under Carta Porte 3.0 or processes the first ANAM authorization. The corp 82 final bundle includes carrier PPE with reflective vest and hard hat, GPS device with SIM for tracking, Carta Porte 3.0 manual with worked examples, USMCA guide with tariff preferences and certificate of origin, and a cargo-handling tool kit with pallet bar and security seals. We issue the CFDI 4.0 invoice under clave G03 as a logistics investment, fully deductible under article 27 of the LISR.
Why cross-border logistics without a physical kit is a customs rejection waiting to happen
The Ley Aduanera, the IMMEX Decree, the USMCA treaty and the Código Fiscal de la Federación regulate the cross-border flow of merchandise. The Carta Porte 3.0 published by the SAT on 24 December 2024 came into force on 1 January 2025 for federal motor cargo transport. The Agencia Nacional de Aduanas de México (ANAM), the Servicio de Administración Tributaria (SAT), the Guardia Nacional and the Policía Federal Ministerial run ordinary and extraordinary visits to verify Carta Porte compliance, pedimentos, USMCA certificate of origin and carrier documentation. The C-TPAT certification (Customs-Trade Partnership Against Terrorism) of the US CBP runs annual audits for corporations with standing authorization.
The Mexican logistics corporation spends on average MXN 6,400 to 18,800 per cross-border operator on retail-purchased gear that falls short of norms, with no accounting record, no C-TPAT course, no Carta Porte 3.0 guide and no GPS device. The corp 82 final bundle turns that into a standardized kit with an invoice, PPE and manuals: the reflective vest keeps the operator visible in the yard, the hard hat protects during load and unload, the GPS device tracks the run, the Carta Porte 3.0 manual documents the first load, the USMCA guide points to the first export, the cargo tool secures the container.
For corporations with active cross-border operations (broker alliances in Laredo, Nogales, Nuevo Laredo, Tijuana, Ciudad Juárez, Colombia, Matamoros) the kit ships with the route calendar and a QR linking to the in-house Logistics platform. The Operations area pulls a dashboard with completion per route, kit-delivery rate and customs-rejection rate. The invoice is broken out from operations and reported as a logistics investment.
For corporations with several legal entities and operations across multiple states (Nuevo León, Tamaulipas, Baja California, Chihuahua, Sonora, Coahuila) the kit ships in a single order with batches segregated by RFC and per-entity invoicing. We ship with Castores, Tres Guerras or Paquetexpress — 3 to 5 business days to any city, with tracking and delivery confirmation. For deliveries into free-zone addresses (typical of IMMEX operations starting in Tijuana or Ciudad Juárez) we apply 0% IVA with the free-zone SAT complement.

How we invoice the logistics kit under the LISR and the Ley Aduanera
The corp 82 final bundle runs on two billing models. The first is single-order per route with CFDI 4.0 issued at month-end and per-line description, deductible as a logistics expense. The second is an annual contract at a fixed unit price with delivery-driven invoicing each quarter, with the pagos complement at 30 days when the corporate runs credit lines.
The CFDI Uso depends on the client tax regime and the receiving area. For Régimen General with Logistics or Operations area, we bill under clave G03 (general expenses) as a logistics investment. For RESICO we bill under the same clave because the kit is treated as a human-capital investment. We validate with the People area before the first delivery to lock down the expense account and the right clave.
The 16% IVA breaks out per line in the CFDI 4.0. Deliveries into free-zone addresses (typical of IMMEX operations starting in Tijuana or Ciudad Juárez) calculate IVA at 0% and include the free-zone SAT complement with authorization number. Cross-border deliveries into the US under USMCA run at 0% IVA with the Comercio Exterior complement and the pedimento.
Cancellation or correction of the CFDI is processed within 24 hours of the request. For model or spec changes after delivery we handle replacement at additional charge with a fresh CFDI for the extra piece. Kits that go undelivered because the operator drops out before day one are invoiced only when Logistics signed the order at least five business days in advance.
Sizing, colours and stock curve
The vest is universal with velcro closure. The hard hat is universal with ratchet adjustment 53 to 63 cm. The boots run in sizes 24 to 32 cm. The GPS device is universal with SIM included. For corporations with operations in extreme cold we offer a thermal vest with Thinsulate insulation at a surcharge.
The vest, hard hat and shirt colours are locked in on the first order and held stable to build brand identity. The most common Mexican logistics combinations: orange vest plus white hat plus navy shirt for general operators; orange vest plus yellow hat plus Oxford grey shirt for hazardous-cargo operators; orange vest plus blue hat plus sky-blue shirt for cold-chain operators.
For corporations with more than 30 cross-border operators per year we hold rotating stock in our warehouses with monthly replenishment. The corporate pays only when the operator's start date is confirmed — no minimum volume. Premium logistics run on Castores or Tres Guerras with 3 to 5 business day delivery to any Mexican city. For free-zone deliveries we coordinate cross-border with DHL Worldwide Express.
Pricing, MOQ and timelines
Pricing in MXN before 16% IVA. The corp 82 final bundle starts at MXN 7,890 per kit from an MOQ of 5. At 30 kits or more the unit drops to MXN 6,890. On annual contracts of more than 100 operators the unit drops to MXN 5,890 with safety stock reserved in our Monterrey and Tijuana warehouses. The CFDI 4.0 invoice is issued at month-end with full deductibility as a logistics investment.
Production time is 12 to 15 business days for kits with personalization. Runs of more than 30 kits need 18 to 22 business days with scheduling six weeks ahead of the operator's start date. Delivery goes to the corporate yard or load centre with Logistics sign-off or directly to the operator with tracked shipping.
For IMMEX operations in the free zone, the kit is assembled in Tijuana or Ciudad Juárez with 24 to 48 hour cross-border delivery and a 0% IVA carta porte. For corporations with several legal entities we run a consolidated kit with per-entity breakdown in a single invoice, lines split by RFC.
