Corp package 70 final: the kit a Mexican corporate hands out to the plant operator who walks onto the production line with expired certification

The Mexican corporate with an industrial plant under NOM-004 and NOM-009 knows that the operator who walks onto the production line without a hard hat, without safety glasses, without dielectric gloves or without ear plugs cannot be sustained only by the induction talk on the first day. The Ministry of Labour and Social Prevention (STPS) and the Mexican Social Security Institute (IMSS) report that workplace accidents at plants cost the Mexican corporate on average MXN 48,000 per event in absenteeism, compensation and risk premium. The Corp package 70 final ships a safety helmet with 6-point suspension, anti-fog safety glasses with UV protection, class 0 dielectric gloves, industrial boots with steel toe cap, ear plugs with NRR 33 dB attenuation, a high-visibility reflective vest, and a PPE use and care guide. CFDI 4.0 is issued under key G03 on the industrial safety line, fully deductible under article 27 of the LISR.

Why PPE fails when it arrives loose or unstandardised

NOM-004-STPS-1999 regulates protection systems and safety devices on machinery and equipment. NOM-009-STPS-2011 regulates safety conditions for working at heights. NOM-017-STPS-2008 regulates personal protective equipment. NOM-026-STPS-2008 regulates safety colours and signs. The Mexican corporate with an IMMEX plant or export manufacturing knows that loose PPE in a cardboard box at the plant entrance ends with employees using an 8-year-old helmet with expired suspension, scratched glasses that no longer protect, perforated gloves that no longer insulate.

The Mexican corporate spends on average between USD 130 and 265 per plant employee per year on loose PPE that is delivered by area without coordination. The Corp package 70 final rationalises that spend and ships a standardised kit by risk level (low, medium, high) that the operator receives on their first day and renews annually: the helmet protects the head, the glasses the eyes, the gloves the hands, the boots the feet, the ear plugs the ears, the vest the visibility, the guide the PPE knowledge. The invoice is segregated from general expenses and reported as industrial safety investment.

For corporates with active industrial safety programmes (Safety and Hygiene Commission, Emergency Brigade, 5S Programme, ISO 45001 Certification, OHSAS 18001), the kit is delivered with the programme calendar and QR code for registration on the internal tracking platform. The industrial safety area receives a dashboard with compliance by plant, percentage of employees with assigned kit, and accident rate by area. The invoice is segregated from HR spend and reported as human capital investment.

For corporates with multiple legal entities and nationwide operations, the kit is delivered in a single order with lots segregated by RFC and independent invoicing per entity. Premium logistics with DHL or Estafeta deliver in 3 to 5 business days to any state in the country, with tracking and delivery confirmation. For free zone deliveries (typical of IMMEX with plants in Baja California, Sonora or Tamaulipas), VAT is calculated at 0% rate and the Free Zone complement is attached with the SAT authorisation number.

How the PPE kit is invoiced under NOM-017 and LISR

The Corp package 70 final operates in two invoicing modes. The first is closed monthly order with CFDI 4.0 issued at month-end with line-by-line description for deduction as industrial safety spend. The second is annual contract with fixed unit price and invoice against actual delivery each quarter, with payment complement at 30 days when the corporate operates on credit lines.

CFDI Use depends on the client tax regime and the receiving area. For the General Regime with industrial safety or safety and hygiene commission, the invoice is issued under G03 (general expenses) on the industrial safety investment line. For RESICO, the same key is used because the kit counts as human capital investment. Validation with the accounting area happens before the first batch to confirm the specific expense account and the correct key.

VAT 16% is broken down line by line on CFDI 4.0. For free zone deliveries (typical of IMMEX with plants in Baja California, Sonora or Tamaulipas), VAT is calculated at 0% rate and the Free Zone complement is attached with the SAT authorisation number. For interstate deliveries with Carta Porte, the Carta Porte 3.0 complement is attached with carrier data and documented origin-destination.

CFDI cancellation or correction is processed within 24 hours of the request. For model or specification changes after the kit has been delivered, we handle replacement with additional charge and new CFDI for the additional piece. A kit not delivered because the employee left before day one is invoiced only if the order confirmation was signed by the industrial safety area at least 5 business days in advance.

Sizes, colours and stock curve

The Corp package 70 final helmet has universal size with adjustable ratchet. The glasses are universal with adjustable nose bridge. The gloves have curve S 8%, M 35%, L 42%, XL 15%. The boots have size 23 to 31 with documented curve. For employees with size outside range (2XL in boots, XXL in gloves), we offer an extended version with surcharge and additional production time.

Helmet and lens colours are selected on the first order and kept stable to build brand identity. Common combinations in Mexican corporates: white helmet + clear glasses + black gloves + black boots for administrative areas; yellow helmet + clear glasses + black gloves + black boots for production areas; orange helmet + amber glasses + black gloves + black boots for construction and maintenance areas; red helmet + clear glasses + black gloves + black boots for emergency brigades.

For corporates with more than 200 plant employees, we run a rotating warehouse stock with monthly replenishment. The corporate pays for the kit only when assignment to the employee is confirmed, with no minimum volume commitment. Premium logistics with DHL or Estafeta deliver in 3 to 5 business days to any state in the country. For corporates with multiple legal entities, lots are segregated by RFC with independent invoicing per entity.

Pricing, MOQ and lead times

Prices in MXN before VAT 16%. The Corp package 70 final starts at MXN 2,640 per unit from MOQ 25. In quarterly batches of 80 kits or more, the cost drops to MXN 2,250. In annual contracts of more than 1,200 kits with quarterly deliveries, the cost drops to MXN 1,920 with reserved safety stock in our CDMX, Guadalajara and Monterrey warehouses. CFDI 4.0 is issued at month-end with full deductibility under industrial safety investment spend.

Production lead times are 15 to 18 business days for kits with personalisation and logo engraving. Batches of more than 100 kits require 22 to 25 business days with scheduling 6 weeks before the first day of the quarter. Delivery is made to the corporate plant with industrial safety area acknowledgement or directly to the employee's home with tracked shipping.

For corporates with IMMEX free zone operations, the kit is assembled in Tijuana or Monterrey with cross-border delivery in 24 to 48 hours and carta porte with 0% VAT. For corporates with multiple legal entities and centralised safety commission, we run consolidated kit with breakdown per entity on a single invoice with RFC-separated lines.

FAQ — Corp package 70 final

Does the helmet comply with NOM-009-STPS-2011?

Yes. The helmet complies with NOM-009-STPS-2011 for work at heights and with ANSI Z89.1-2014 Type I Class E for impact protection and electrical discharge up to 20,000 V. The 6-point nylon suspension distributes weight and reduces cervical fatigue. The ratchet with sweatband allows personalised adjustment. The helmet has side slots to attach cup hearing protector, face shield and headlamp. The warranty is 2 years against manufacturing defects.

Do dielectric gloves have pneumatic test?

Yes. Each pair of gloves is subjected to daily pneumatic test before use in plant, per protocol of NOM-017-STPS-2008. The test consists of inflating the glove with pressurised air and verifying there are no leaks for 60 seconds. The inspection card delivered with each pair records test date, responsible person and result. For corporates with automated test programmes, we deliver gloves with QR code pointing to the test history on the internal platform.
