Corp Pack 196 final: the documentary defense the inspector reads before stepping onto the shop floor
An STPS audit arrives without warning when a Mexican corporate decides to move a plant and the new site has no clean inspection history with the Ministry of Labor. Corp Pack 196 final is the operational answer the EHS manager prepares in 14 calendar days once the notice appears: full PPE for every operator in confirmed sizes, signed training certificates, NOM delivery acknowledgements, maintenance logs and a CFDI 4.0 invoice with the technical description required to claim the deduction as plant operating expense. IVA is 16% standard in the interior and 0% under Free Zone regime where the SAT complement applies.
Why a Mexican corporate treats an STPS audit as a project, not a paperwork formality
The STPS inspector does not walk into a Mexican corporate plant to sanction; she walks in to verify that NOM-017-STPS-2008 on personal protective equipment and NOM-009-STPS-2011 on work at height are being met on the floor, not on paper. The difference between a corporate that passes the visit without observations and one that walks out with a fine of 50 to 500 UMA comes down to three documents: the NOM compliance certificate signed by the EHS responsible, the per-operator delivery acknowledgement and the maintenance log for collective PPE (railings, harnesses, life lines).
Corp Pack 196 final delivers those three documents in physical and digital format before the inspection day. Training is delivered by a STPS-certified instructor and documented with attendance list, didactic material and a 10-question evaluation per NOM. The PPE kit ships with size, operator number and manufacturing date on every label so the inspector can verify each item's service life without asking for additional explanation.
For corporates inside Free Zones in Baja California, Tamaulipas or Sonora, the CFDI is issued at 0% IVA under the Free Zone complement, SAT authorization number and the plant's registered fiscal address. For corporates in the interior of the country, IVA is 16% standard with Carta Porte 3.0 when the shipment crosses state lines. For corporates with multiple legal entities across different plants, the kit is invoiced per entity with separate RFC lines and shipped in an industrial bag tagged with the entity and kit number.
CFDI cancellation when an operator leaves before the inspection date is processed within 24 hours using SAT reason code 02. Wrong-size replacement is handled with an additional charge and a new CFDI for the replacement item. Normal wear replacement is handled inside the annual program with monthly invoicing against actual delivery, broken down by line and shift.

How an STPS audit kit is invoiced with full deductibility
Corp Pack 196 final operates with CFDI 4.0 invoicing issued at the close of the first delivered lot. CFDI Uso key is G03 (general expenses) for PPE and G01 (merchandise acquisition) for the harness kit. The deduction is claimed under the general tax regime with IVA acreditamiento where applicable, or as plant operating expense in the interior of the country.
For corporates inside the Free Zone, the CFDI is issued at 0% IVA with the Free Zone complement and SAT authorization number attached, and the plant's address within the authorized polygon. The Carta Porte is issued from our Tijuana or Monterrey warehouse to the plant's fiscal address. The Carta Porte 3.0 complement attaches to the CFDI when the shipment crosses state lines.
For corporates with multiple legal entities and plants in different states, the kit is invoiced per entity with separate RFC lines and shipped in independent bags tagged with entity and per-plant kit number. 0% IVA consolidation happens inside the same CFDI when all plants share RFC, or in separate CFDIs when there is fiscal separation between entities. CFDI cancellation when the operator list changes is processed within 24 hours using SAT reason code 02.
For corporates on an annual PPE program, we run scheduled replacement every 6 months for high-rotation PPE (gloves, glasses, earplugs) and every 12 months for low-rotation PPE (hard hat, harness, life line). Replacement is invoiced monthly against actual delivery with breakdown by line and shift. The per-operator signed acknowledgement for each replacement is appended to the digital NOM compliance file and kept for 5 years under LFPDPPP.
Sizes, NOM and stock curve
The PPE size curve is built from the confirmed operator list. For 100 operators in typical manufacturing, the shirt curve runs S 5%, M 20%, L 35%, XL 25%, XXL 10%, with backup stock for extreme sizes. For trousers, the equivalent curve is 28-30 8%, 32 22%, 34 30%, 36-38 25%, 40-44 10%, with backup stock for extreme sizes. The hard hat ships in universal size with ratchet adjustment and chinstrap. Safety glasses ship in universal size with nose adjustment.
Applicable NOMs for this kit are: NOM-004-STPS-1999 on machinery and equipment protection, with Class 2 reflective tape on the shirt; NOM-009-STPS-2011 on work at height, with chinstrapped hard hat, harness with dorsal and pectoral D-rings, life line with shock absorber; NOM-017-STPS-2008 on personal protective equipment, covering selection, use and handling of glasses, gloves, vest and earplugs. Documentation support includes per-operator signed delivery acknowledgement, NOM compliance certificate signed by the EHS responsible, DC-3 training certificate and photographic record of PPE in place.
Rotating replacement stock is held in a dedicated warehouse in Tijuana, Monterrey or CDMX depending on the corporate's location. The corporate pays for the kit only when the inspection date is confirmed and the operator list is closed. Wrong-size replacement is handled with an additional charge and a new CFDI for the replacement item. Normal wear replacement is handled inside the annual program with monthly invoicing against actual delivery with breakdown by line and shift.
For corporates with multiple legal entities and centralized HR, we run consolidated kits with per-entity breakdown in a single invoice with separate RFC lines. Logistics operates with tracked industrial couriers and delivery in 3 to 5 business days to any state in the country. CFDI cancellation when the operator list changes before the inspection date is processed within 24 hours using SAT reason code 02.

FAQ — Corp Pack 196 final
Does the STPS inspector sign the compliance certificate?
No. The NOM compliance certificate is signed by the corporate's EHS responsible, not the STPS inspector. The inspector reviews the certificate, the per-operator delivery acknowledgement, the SEP DC-3 training certificate and the photographic record of PPE in place. If the four documents are complete and consistent with the visual inspection on the floor, the visit ends without observations. The certificate signature carries 12-month validity and renews with each subsequent corporate audit.
Can you train 100 operators in 4 hours?
Yes, distributed across four 1-hour sessions by shift or area. Training is delivered by a STPS-certified instructor under a SEP DC-3 certificate. Curriculum: PPE selection per area, correct use, preventive maintenance, replacement for wear, storage and final disposal. 30-page full-color didactic material, 10-question evaluation per NOM, diploma with curricular value. The DC-3 certificate is issued by SEP with electronic signature and instructor seal.
Do you offer gender- and area-differentiated kits?
Yes. For manufacturing areas with male predominance we run shirts and trousers on a standard male size curve. For assembly areas with female predominance we run shirts and trousers on a female size curve and adapted cut. For technical areas (quality, maintenance, warehouse) we run technical shirts with extra instrument pockets. Gender and area confirmation is signed off before production by the plant responsible.
Can you issue the CFDI at 0% IVA for Free Zone?
Yes. For corporates in the Free Zone of Baja California, Tamaulipas or Sonora, we issue the CFDI at 0% with the Free Zone complement attached and SAT authorization number. The Carta Porte is issued from our Tijuana or Monterrey warehouse to the corporate's registered fiscal address. For corporates in the interior of the country, IVA is applied at the 16% standard rate.
Does the training have curricular value?
Yes. The DC-3 certificate issued by SEP has curricular value across the country and is registered in the STPS training system. The certificate includes the instructor's name, STPS registration number, curriculum, training hours, date, location, attendance list with CURP and personal signature, and the 10-question evaluation per NOM. Certificate validity is permanent and is appended to the operator's personnel file.
Do you handle annual PPE replacement?
Yes. For corporates on an annual PPE program we run scheduled replacement every 6 months for high-rotation PPE (gloves, glasses, earplugs) and every 12 months for low-rotation PPE (hard hat, harness, life line). Replacement is invoiced monthly against actual delivery with breakdown by line and shift. The per-operator signed acknowledgement for each replacement is appended to the digital NOM compliance file and kept for 5 years under LFPDPPP.
