IMMEX plant opening · Day one in the free zone

Corp Pack 19 final: the uniform of the operator who starts the new production line

Opening an IMMEX plant is the moment a Mexican corporate puts between 80 and 400 operators on a brand-new production line, typically in the free trade zone of Baja California, Tamaulipas, Sonora or Chihuahua. Corp Pack 19 final is delivered to the operator before the first shift: industrial work shirt with reflective tape, heavy-duty denim pants, helmet with embroidered logo, high-visibility vest with employee number, UV-protection safety glasses, area-specific gloves and an engraved hydration kit with tumbler. The CFDI 4.0 invoice is issued with the 0% IVA free-zone rate, attached free-zone complement and deduction under plant operating expense.

Why day-one industrial uniform defines plant culture

The IMMEX corporate that starts a new plant faces a different operational problem than the office corporate: the operator who receives a complete industrial uniform, in his exact size, with his employee number embroidered and with the Personal Protective Equipment (PPE) that NOM requires, shows up to the first shift feeling part of the operation from day one. The operator who receives a generic uniform, in the wrong size, with incomplete PPE, shows up with the sense that the plant is improvising. The difference between the two cases shows up in the first month: turnover rate, workplace accidents and hourly productivity.

Corp Pack 19 final complies with three key Mexican regulations. The first is NOM-004-STPS-1999 on protection systems and safety devices in machinery and equipment used in workplaces. The second is NOM-017-STPS-2008 on personal protective equipment — selection, use and handling in workplaces. The third is NOM-009-STPS-2011 on safety conditions for working at heights. All three are met by the full kit: Class 2 reflective-tape work shirt, 6-point suspension helmet, UV and anti-fog glasses, area-specific gloves (cut, heat, chemicals), and dielectric footwear when applicable.

For free-zone plants, IVA is applied at 0% rate with the free-zone complement attached and SAT authorization number. Delivery is made from our Tijuana or Monterrey warehouse based on plant location, with cross-border Carta Porte when the plant is close to the northern border. For inland plants (atypical IMMEX in Querétaro or San Luis Potosí), IVA is applied at standard 16% rate with inter-state Carta Porte when the shipment crosses state lines.

For corporates with multiple legal entities in the free zone (typical for groups with manufacturing, logistics and commercial divisions), the kit is invoiced per entity with separate lines per RFC and delivered in an independent bag labeled by company. Size and color stock consolidation happens 8 weeks ahead for openings above 200 kits and 6 weeks for openings below 200. Plant logistics uses industrial courier (Estafeta Empresarial, Castores Industrial) with plant HR sign-off.

How an IMMEX plant opening is invoiced

Corp Pack 19 final is invoiced as CFDI 4.0 issued at the close of the first delivered batch. The USO CFDI key is G03 (general expense) for uniforms and PPE charged to plant operating expense. The deduction is processed under the general regime of law with creditable IVA when applicable.

For free-zone plants, the CFDI is issued with 0% IVA rate and the free-zone complement is attached with SAT authorization number and the plant's fiscal address within the authorized polygon. The Carta Porte is issued with origin at our Tijuana, Monterrey or Hermosillo warehouse based on plant location and destination at the plant address. The Carta Porte 3.0 complement is attached to the CFDI when the shipment crosses state lines.

For multi-entity corporates in the free zone, the kit is invoiced per entity with separate lines per RFC and delivered in an independent bag labeled by company. The 0% IVA consolidation happens within the same CFDI when all plants share an RFC, or in independent CFDI when there is fiscal separation.

For plant openings with multiple production lines and operators in different shifts (morning, afternoon, night, weekends), the kit is billed per line with breakdown per shift. Delivery is made 5-3 days before the first shift with line supervisor coordination and plant HR sign-off. CFDI cancellation due to operator resignation before the first shift is processed within 24 hours with motivo 02.

Sizes, NOM and stock curve

The industrial uniform size curve is built from the confirmed operator list. For 200 operators in typical manufacturing, the curve is CH 5%, M 20%, G 35%, XG 25%, XGG 10%, with backup stock for extreme sizes. For pants, the equivalent curve is 28-30 8%, 32 22%, 34 30%, 36-38 25%, 40-44 10%, with stock for extreme sizes. Shirt and pants are delivered with ±2 cm tolerance on critical sizes.

The NOM regulations met by the kit are: NOM-004-STPS-1999 for machinery and equipment protection with Class 2 reflective tape on the shirt; NOM-017-STPS-2008 for personal protective equipment with glasses, gloves and vest; NOM-009-STPS-2011 for working at heights with helmet with chin strap and 6-point suspension. Supporting documentation includes operator-signed delivery receipt, photographic record and NOM compliance certificate signed by the plant safety officer.

Rotating stock for replacement is managed with a dedicated warehouse in Tijuana (free zone) or Monterrey based on plant location. The corporate pays the kit only when operator onboarding is confirmed, with no minimum volume commitment. Replacement due to incorrect size is handled with additional charge and new CFDI for the additional piece. Replacement due to normal wear is handled within the annual uniform program with monthly invoicing against effective delivery.

For plants with multiple legal entities and centralized HR, we manage consolidated kits with breakdown per entity on a single invoice with separate lines per RFC. Logistics uses tracked industrial courier with 3 to 5 business day delivery to any state of the republic. CFDI cancellation due to operator list changes is processed within 24 hours with motivo 02.
