The Mexican public sector and public servant onboarding

The Mexican public sector employs more than 2.5 million public servants between the federal powers (Executive with 1.8 million, Legislative with 80,000, Judicial with 60,000), state entities (32 state governments with 1.2 million), municipalities (2,469 city halls with 800,000), autonomous bodies (INE, CNDH, INAI, BANXICO, COFECE, IFT) and state productive enterprises (Pemex, CFE, IMSS, ISSSTE). Initial kit distribution happens within the first day to first week of activity.

The public servant carries ID with photo and barcode (agency credential, RFC with homoclave, CURP, position and salary level), printed or USB-based code of ethics, initial asset declaration in DeclaraNet or DeclaraNetPlus, institutional backpack for official document transport. The General Law on Administrative Responsibilities (DOF 18-07-2016) regulates public servant conduct, while the Federal Labour Law and the ISSSTE Law govern labour relations and benefits.

The federal agency invoices from its fiscal domicile in Mexico City (Palacio Nacional, Alameda, Centro, Polanco, Santa Fe, Insurgentes Sur, Constituyentes), Guadalajara (Centro, Americas, Providencia) or Monterrey (Centro, San Pedro Garza Garcia, Valle Oriente). CFDI 4.0 carries breakdown by position, salary level and intake period. Deductibility operates under Article 27 LISR as government operations expense, supported by a position list signed by HR and current Constancia de Situacion Fiscal.

Federal agencies with multiple positions (SFP with national presence, IMSS with 1,500+ units, SEP across 32 states, SAT with local administrations in every state) schedule deliveries in two waves: January-February (intake under the authorised Federal Expenditure Budget) and September-October (intake under budget expansions). Delivery uses specialised couriers with 1 to 2 day transit for Mexico City agencies and 3 to 5 days for outlying agencies.

How the kit is invoiced

Pack 158 final invoices with CFDI use I08 when charged as government operations expense or D02 when charged as training expense. The federal agency invoices from its fiscal domicile under the general fiscal regime. The invoice carries per-position, per-salary level, per-period breakdown with 16% national IVA. For agencies with special regime (state productive enterprises, parastatal entities), the corresponding SAT and SHCP provisions apply.

Federal agencies with multiple positions issue a single consolidated invoice with per-position, per-salary level, per-period breakdown. Deductibility operates under Article 27 LISR as government operations expense, supported by a position list signed by HR, per-responsible-unit delivery receipts and current Constancia de Situacion Fiscal. CFDI 4.0 cancels automatically at the close of the fiscal period. For agencies with federal budget, payment is made via Cuenta Unica through bank transfer from BANOBRAS or Bancomext.

For federal agencies reporting compliance indicators (asset declaration, mandatory training, performance evaluation), Pack 158 final provides supporting evidence: the USB with code of ethics documents mandatory training, the backpack with documents meets information handling protocol, the tumbler meets institutional use. CFDI 4.0 with breakdown of pieces supports the training expense report to SFP (Secretaria de la Funcion Publica).

Public sector seasonality and turnover

The Mexican public sector operates with two intake peaks: January-February (execution of the authorised Federal Expenditure Budget for the fiscal year) and September-October (budget expansions and lateral movements). Federal agencies report 5% to 10% quarterly turnover in public servants, with continuous flow of high and lows driving constant kit replenishment. The initial asset declaration must be filed within 60 calendar days of intake.

The annual contract with safety stock and 10 business day replenishment covers continuous flow of high and lows in public servants. Delivery is scheduled around the intake peaks: January (federal budget), September (expansions). For urgent intakes (public servant starting the next day), we handle minimum lots of 20 kits with 10 to 12 business day production lead time.

Production lead time is 15 to 22 business days for runs of 100 kits or more, 25 to 30 days for runs above 500 kits. Agency delivery uses specialised couriers with 1 to 2 day transit for Mexico City agencies and metro area. For outlying agencies (Toluca, Cuernavaca, Pachuca, Puebla, Queretaro, San Luis Potosi, Monterrey, Guadalajara), transit is 3 to 5 days with specialised couriers.
