Corp 121 final bundle: the IMMEX plant operator's kit

The corp 121 final bundle supports the operator starting a shift at an IMMEX maquiladora under the Customs Law and USMCA. Technical backpack with PPE compartments, stainless-steel thermo engraved with the corporate RFC, shift notebook for batch logging, encrypted USB for backing up regulated files. The CFDI 4.0 invoice carries the pedimento key and Carta Porte 3.0 complement when the shipment crosses the border.

Nearshoring rebound across the north and the Bajío

Mexico will capture between USD 35 and 40 billion of FDI in 2026, of which more than 60% corresponds to nearshoring projects under the IMMEX regime and the USMCA rules-of-origin framework. The decade after COVID-19 confirmed that Mexico's total cost of ownership (including payroll, energy, rent and logistics) runs 18 to 24% below China's and 12 to 16% below Vietnam's for medium-to-high-complexity manufacturing, according to SE and KPMG data.

The corporate running an IMMEX plant in Saltillo, Reynosa, Apodaca, San Luis Potosí, Querétaro or Aguascalientes needs a working welcome kit for the technicians, engineers and supervisors joining the ramp project. The corp 121 final bundle ships the operator's daily supplies: backpack for PPE (helmets, glasses, gloves, earplugs), thermo for hydration on the shop floor, shift notebook for production logging, encrypted USB for backing up controlled drawings and regulated files.

The IMMEX regime allows temporary import of inputs, parts and components incorporated into an export product without IVA or duty, as long as the finished product is dispatched abroad within 18 months. The customs authority demands documentary traceability of the material flow: the operator logs each batch in the notebook and backs up regulated files (MSDS, NOM certificates, lab analyses) on the encrypted USB. The corp 121 final bundle covers those four fronts with a single product.

For corporates with IMMEX programmes in more than one state, the kit ships per site with staggered scheduling. The CFDI 4.0 invoice breaks down by site, pedimento key and Carta Porte 3.0 complement when the shipment originates at a central warehouse and is distributed to satellite plants in Monterrey, Saltillo or Ciudad Juárez. Deductibility runs under Article 27 LISR as operating expense of an export plant.

What's in the corp 121 final bundle

Compatible with Windows, macOS and Linux. Protective case with operator identification. Backup of MSDS sheets, NOM certificates, drawings and calibration records required by the authority.

How the IMMEX kit is invoiced

The corp 121 final bundle invoices under USO CFDI D02 when booked as training expense, or I08 when booked as plant-operating expense. The invoice breaks down by piece with unit value and subtotal, plus 16% IVA on domestic delivery. When the shipment crosses the border (typical case of delivery to Laredo, Brownsville or Ciudad Juárez for customs inspection), the Carta Porte 3.0 complement is attached with vehicle, operator and route data.

For corporates under IMMEX, IVA on the kit is set at 0% with the Free Zone complement when the plant operates in a free zone (except Chihuahua and Tamaulipas, which lost the ISR franchise in 2024). For free-zone plants in the rest of the country, the 0% IVA applies and is documented with the free-zone registry constancia. The CFDI 4.0 invoice goes in MXN with the day's exchange rate when the corporate pays in USD.

The multi-site IMMEX corporate issues one consolidated invoice across all sites, broken down by kits delivered per site. Deductibility runs as operating expense of an export plant under Article 27 LISR. Supporting documentation includes the operator list signed by the corporate, the delivery receipts per site and the current IMMEX constancia of each plant.

Plant ramp and delivery timelines

The corporate ramping an IMMEX plant under nearshoring runs aggressive timelines: site confirmation to first production is 8 to 14 months. The window to ship the operator kit sits 2 to 4 weeks before operations start, with room for corrections and replacements. Delivery goes to the plant site or to the training hotel when the operator receives pre-ramp training.

For corporates with active IMMEX programmes and year-round scheduled deliveries (case of expanding plants with high staff turnover), the corp 121 final bundle ships under an annual contract with safety stock and replacement within 5 business days. The invoice is issued per monthly shipment with 16% IVA and operating-expense deductibility.

Production runs 18 to 22 business days for series of 50 kits or more, with 25 to 30 business days for series above 200 kits. Delivery to plant runs through specialised carriers (DHL, FedEx, Estafeta and Paquetexpress) with 1–3 day transit for the north of the country (Monterrey, Saltillo, Chihuahua, Ciudad Juárez, Tijuana) and 2–5 days for the Bajío (Querétaro, San Luis Potosí, Aguascalientes, León).

FAQ — corp 121 final bundle

Does the backpack comply with NOM-017 PPE?

Yes. The technical backpack has dedicated compartments for helmet, glasses, gloves and earplugs that comply with NOM-017-STPS-2008 on personal protective equipment. For corporates with reinforced PPE policy, we can add extra pieces (lumbar belt, kneepads) in the same kit at additional cost. NOM-017 documentation is filed with the operator record.

Does the USB comply with NOM-151?

Yes. The USB operates with hardware AES-256 encryption and complies with NOM-151 for data-message preservation, which makes it acceptable as backup for regulated files before the authority. For corporates that require a higher security level, we run USB with FIPS 140-2 Level 3 certification at an extra cost of MXN $480 per unit.

Can you engrave the corporate RFC on the thermo?

Yes. The laser engraving of the RFC runs on the outer lid of the thermo without affecting its integrity. For corporates that also need the employee number and site, we run a three-line engraving at an extra cost of MXN $80 per unit. Production extends by 2 business days for the additional engraving.

Does the kit ship with Carta Porte?

Yes. When the shipment crosses the border or runs between states, we attach the Carta Porte 3.0 complement with vehicle, operator and route data. For urban deliveries within the same city, the complement is not mandatory but can be attached at the corporate's request for internal logistics control.

Do you ship to Laredo and Brownsville?

Yes. For corporates with US customs inspection, we ship the kit to Laredo, Brownsville, El Paso, Nogales or McAllen with carriers that cross the border (DHL Express, FedEx International Priority). Transit time is 2–4 days from Mexico. The CFDI 4.0 invoice goes in MXN with 0% IVA for export, with the corresponding export pedimento attached.
