Corp 107 final bundle: USMCA training for the logistics team
The corp 107 final bundle equips the logistics team of the Mexican corporate exporting into North America with everything required to prove USMCA rules of origin: bilingual Spanish-English manual, backpack with encrypted USB, regional content calculator, engraved flask, audit-document kit for USMCA audits. The CFDI 4.0 invoice runs under key G03 with deduction as a foreign-trade training expense under Article 27 LISR.
USMCA, rules of origin and the Mexican export chain
The USMCA (United States-Mexico-Canada Agreement) replaced NAFTA in July 2020 and set new rules of origin for free trade between Mexico, the United States and Canada. The Mexican corporate that exports to North America under USMCA must prove that the product meets the regional content percentage (typically 75% for automotive, 70% for textiles, variable for general manufacturing) and provide a certificate of origin on every shipment.
The most common mistake by Mexican exporting corporates is misclassifying the product under the Customs Tariff and consequently applying the wrong rule of origin. A USMCA audit by the US or Canadian customs charges the corporate the full tariff plus a fine that runs from 2 to 4 times the value of the shipment. For a $5M MXN shipment the typical fine is $10M to $20M MXN. The corp 107 final bundle equips the logistics team to avoid this kind of error.
USMCA rules of origin run in four basic modalities: tariff shift rule (CTC), regional content rule (VC), specific processing rule (SP) and combination rule (CC). The corporate's foreign-trade engineer must master all four and know how to apply the correct one to the specific product. The USMCA training in the corp 107 final bundle covers all four with practical exercises on the corporate's own products.
For corporates operating under the IMMEX decree, the USMCA rule of origin runs together with the IMMEX programme. The logistics technician must know the intersection of both regimes and prepare the supporting documentation for each shipment. The USMCA compliance certificate is attached to the export pedimento and kept for 5 years as audit support.

Audit-document kit with corporate folder, 10 blank certificate-of-origin copies, corporate letterhead for declarations, ink seal with the corporate RFC and a pen-and-pencil set. The folder is delivered at the start of training and stays as the technician's working tool.
How USMCA training is invoiced
The corp 107 final bundle is invoiced under CFDI use key G03 (general expenses) with line-by-line breakdown. The deductibility runs under Article 27 LISR as an expense strictly indispensable in foreign-trade operations. For IMMEX corporates the IVA is rated at 0% in export operations with the Free Zone complement attached. For corporates outside IMMEX the standard 16% IVA applies.
The manual and teaching material are invoiced with product key H87 (training) or P01 (to be defined) when the corporate integrates the training as a service. The backpack and flask are invoiced under key E46 (product not classified). The encrypted USB is invoiced under key S01 (consulting services) when it is part of the training service. The DC-3 certificate is attached to the training file.
For corporates with operations in the northern border, delivery of the material runs with Carta Porte 3.0 when the material crosses the border as part of temporary training import. The invoice for material that stays in Mexico runs with 16% IVA and deduction as a logistics expense. The invoice for material that crosses the border runs with a foreign-trade key and the temporary import pedimento is attached.
The corporate with an annual USMCA training programme issues one consolidated quarterly invoice for all the quarter's deliveries. The invoice breaks down by site, date, number of technicians trained and individual amount. The deductibility runs under the same Article 27 LISR regardless of frequency. The documentation includes the instructor-signed attendance list, the DC-3 certificates issued, and the quarterly training report.
USMCA rules of origin and their practical applications
USMCA rules of origin run on four modalities that the technician must master. The first is the tariff shift rule (CTC, by its English acronym), which requires that the final product is classified under a different tariff heading than its inputs. The second is the regional content value rule (VC), which requires that a specific percentage of the product value was generated in the USMCA region. The third is the specific processing rule (SP), which requires that the product undergoes a specific technical operation in the region. The fourth is the combination rule (CC), which combines the previous ones.
For the automotive sector, USMCA requires 75% regional content value, 70% for steel and aluminium, and 75% for specific parts. The Mexican automotive corporate must prove all three rules on every shipment and provide a certificate of origin signed by the manufacturer. The in-plant USMCA audit verifies that the parts declared as regional are actually manufactured in Mexico, the United States or Canada.
For the electronics sector, USMCA typically requires 70% regional content value computed by transaction value or net cost method. The Mexican electronics corporate must document the cost of every component and provide supplier traceability. The rule of origin for semiconductors was tightened in the 2026 USMCA reform and demands extra documentation for integrated circuits.
For the textile sector, USMCA requires the yarn to be produced in the region (yarn-forward rule), which is the strictest of the USMCA rules. The Mexican textile corporate must prove that yarn, fabric and garment are manufactured in Mexico, the United States or Canada. For the agro-industrial sector, the rule requires the product to be grown in the region (criterion of wholly obtained). The audit verifies seed origin, planting location and harvesting site.

FAQ — corp 107 final bundle
Does the manual cover the 2026 USMCA reform?
Yes. The 2026 edition includes the reforms published in the DOF and by the USMCA Secretariat, with the new rules for semiconductors, electric vehicles and green steel. The manual is updated every January and distributed to corporates with annual subscription. The subscription includes quarterly updates via encrypted USB.
Is the DC-3 certificate mandatory?
The DC-3 is not mandatory for USMCA training but it is highly recommended. DC-3 certifies the training before the STPS and acts as audit support. For corporates receiving the PROCAP training fiscal stimulus, DC-3 is indispensable. Training with DC-3 additionally deducts under Article 27 LISR as a training expense.
Can you train the team virtually?
Yes. USMCA training runs in-person (16 hours in the classroom) or synchronous virtual (16 hours via Zoom or Teams). The virtual version includes the same materials and the same DC-3 certificate. The virtual advantage is that the technician does not travel to the corporate headquarters. The disadvantage is that practical exercises are limited to simulations instead of real customs cases.
How is training invoiced for border operations?
For corporates with border operations, USMCA training is invoiced under CFDI 4.0 with foreign-trade operation key when the instructor crosses the border to deliver it. The invoice runs with 0% IVA on export services. For training delivered in Mexico, 16% IVA applies normally with deduction as a training expense.
Do you have a kit version for bilingual staff?
Yes. The manual is written in Spanish with technical terminology in English in parentheses. Technical modules (rule of origin, tariff classification, regional content value) include a bilingual glossary and templates in both languages. The encrypted USB carries templates in Spanish and English for technician use with US or Canadian clients and suppliers.
Can you include C-TPAT or OEA training?
Yes. The corp 107 final bundle is complemented with C-TPAT (Customs-Trade Partnership Against Terrorism) or OEA (Authorised Economic Operator) training on request. C-TPAT training lasts an additional 8 hours and is documented with a separate certificate. OEA training lasts 12 hours and covers the benefits of OEA certification for the corporate before the SAT. The invoice runs under the same CFDI key and deduction.
