Q1 2026 Package: the quarter that defines the fiscal year

The first quarter of the Mexican fiscal year (January-March) concentrates three types of activation that the Q1 2026 package covers as a single planning piece: product launches that Marketing teams plan from November of the previous year, the massive staff hires that HR executes between 1 January and 28 February at corporates with IMMEX plants in Saltillo, Ramos Arizpe and Apodaca, and the board meetings that the CEO offices convene in March to present the first quarter progress. The three activations need differentiated provision but share Mexican fiscal compliance and logistics to the Monterrey-Saltillo industrial corridor, which concentrates 64 percent of the country's IMMEX plants.

The Monterrey-Saltillo corridor in figures

The Monterrey-Saltillo industrial corridor concentrates 64 percent of the country's IMMEX plants per the data published by the Ministry of Economy in the programme beneficiary registry. Plants operate in Ramos Arizpe (autoparts and home appliances), Saltillo (autoparts and metal-mechanics), Apodaca (electronics and medical devices), Santa Catarina (furniture and logistics), San Nicolás de los Garza (engineering plastics and services) and Monterrey (corporate offices). The Q1 2026 package handles logistics to this corridor with consolidated delivery at the client's warehouse in Ramos Arizpe or Apodaca, with specialised consolidated-load courier with piece-by-piece tracking.

The fiscal compliance of corridor deliveries operates under three regimes: the general-law regime for corporates with fiscal domicile in Nuevo León or Coahuila, the technological platforms regime for operations with SAT invoicing via intermediary, and the IMMEX regime for plants with manufacturing and export programme. Corp-Merch.MX issues CFDI 4.0 with the corresponding unit key (E48 corporate kit, E49 promotional piece, H87 merchandising article), the recipient's fiscal regime and the CFDI use the corporate instructs (G03 general expenses, I02 office furniture and equipment, I06 materials and supplies).

IMMEX compliance, Carta Porte 3.0 and foreign trade

For IMMEX deliveries that cross the northern border to Texas (Plano, Austin, San Antonio) and California (San Diego, Los Angeles), Corp-Merch.MX handles customs compliance with a certified customs broker in Monterrey: temporary export pedimento when the piece returns to Mexico at quarter end, definitive export pedimento when the piece stays with the employee abroad. Carta Porte 3.0 covers transit from the Ramos Arizpe plant to the Nuevo Laredo or Piedras Negras border with vehicle, operator and goods identification complement.

SAT invoicing is issued with the foreign trade complement when the piece is delivered outside Mexico. The applicable VAT rate is 16% for national deliveries, 0% for exports (with pedimento and complement support), exempt for deliveries in border zones when the corporate has fiscal domicile in the northern border strip and complies with the Decree of fiscal incentives in the northern border region. For deliveries in Coahuila and Nuevo León, SAT maintains the general regime with 16% VAT and deduction as commercialisation or training expense per the CFDI use.
