Boardroom E-6: the IMMEX committee that approves the plant expansion, and the room already has the kit ready for the Tijuana operator joining the team

Boardroom E-6 is the operations room of an IMMEX corporate with a Polanco HQ: 18 seats in a horseshoe, an industrial-grade table surface that is easy to sanitise, a screen for video calls with plants in Tijuana, Saltillo, and Guadalajara, individual microphones for plant-floor audio, a simultaneous EN/ES interpretation system, an adjoining room for the technical staff's coffee break, capacity for a 6 to 10-hour session. This is where the IMMEX operations committees of industrial groups with border maquiladoras sit — Industries Monterrey, Grupo Yazaki, Grupo Alfa, Grupo Nemak, Rassini, Roper Technologies — and where USMCA supply-chain due-diligence sessions run, where plant-expansion committees meet, and where business-continuity committees gather. What defines Boardroom E-6 is not the industrial screen; it is the tempo. The merch is delivered at the start of the committee, with a copy for plant personnel and the operations director's signature.

Boardroom E-6 logistics, access and IMMEX-manual custody

Boardroom E-6 operates with a single load-in entry: the IMMEX corporate's service entrance, which accepts a 5-tonne industrial van within restricted hours (generally 6:00 to 11:00 and 17:00 to 21:00). The pedestrian load-in requires prior identification, the corporate's badge, and a signature in the IMMEX-manual logbook; informal access is not allowed. The corporate's operations staff hand over POP material and the director kits with visible ID and badge. The back-of-house at Boardroom E-6 includes a biometric warehouse: the industrial-samples room, where high-value merch (tools, manuals, encrypted USBs) is kept in sealed boxes bearing the operations director's stamp. Boardroom E-6 has no visible kitchen: the corporate's cafeteria sends food through the service corridor, and table service is coordinated with the corporate's operations lead to comply with IMMEX protocol.

For sessions with USMCA officers or Secretaría de Economía auditors, we handle USD invoicing at the Banco de México FIX rate of the day before the event, with USMCA compliance and support for deduction as operations or compliance expense in the corporate's fiscal close. For sessions with Secretaría de Economía or Customs officials, we comply with the corporate's IMMEX protocol and the regulator's security protocol. The merch custody chain is documented with signature, timestamp, and photograph at every checkpoint: entry to the industrial load-in, review by the corporate's operations personnel, transfer to the warehouse, restocking during recesses, post-committee collection.

For IMMEX corporates with US operations, we handle complementary SAT invoicing with 16% IVA breakdown and support for deduction as operations or PR expense. For industrial groups with maquiladora, we handle invoicing in compliance with the maquila regime and the IMMEX programme under Mexican tax law. For corporates with US operations, we handle bilingual (es/en) invoicing and USMCA compliance when the director kit crosses the border as part of the hospitality kit for the officer residing abroad.

Confidentiality, Boardroom E-6 compliance and prohibitions

Boardroom E-6 operates under rules the merch must respect: no mobile-phone use in the room during committee votes (IMMEX protocol), no merch that creates noise or distraction during the sessions, no backpacks or large bags in the room (plant-floor protocol), no POP material with third-party logos (a frequent request from USMCA officers), no food or beverages outside the corporate's cafeteria service. For sessions that require limited-edition merch (numbered anniversary t-shirt of the plant, tool signed by the founding operator, paperweight marking the IMMEX programme year), we coordinate with the corporate's operations area to ensure the piece complies with IMMEX protocol, USMCA-confidentiality protocol, and transmission protocol (when the session is internal and is not recorded).

For sessions with media coverage (post-committee press conference, annual IMMEX report presentation, new Saltillo or Tijuana plant launch), we comply with the corporate's press protocol and the operations director's disclosure protocol, with pieces carrying no third-party logos or with digital redaction when the corporate's manual requires it. For sessions with internal transmission to the corporate's plants (sessions transmitted to Tijuana, Saltillo, or Guadalajara), we comply with the corporate's transmission protocol with pieces visible on-screen and pieces hidden from transmission. For sessions with live transmission abroad (video call with USMCA officers from the US parent), we comply with time-zone rules and ship pieces to the international parent two weeks in advance.

For SAT invoicing, we issue CFDI 4.0 with 16% IVA breakdown and support for deduction as operations, compliance, or PR expense, depending on how the merch is used. For IMMEX corporates with US operations, we handle complementary invoicing in USD or EUR with USMCA compliance when the merch crosses the border as part of the hospitality kit. The merch is delivered with carta porte 3.0 when interstate or international transit applies, with the foreign-trade complement when applicable, and with the payment complement when the corporate pays in instalments. Delivery to the warehouse is documented with an entry slip signed by the corporate's operations lead, the operations director, and the IMMEX officer.
