Boardroom E-1: the digital-health scientific advisory that votes the clinical trial, and the room already has the patient merch ready for the next site visit

Boardroom E-1 is the advisory room of a digital-health hub in Colonia Doctores, four blocks from Hospital General de México: 18 seats in a horseshoe layout, an antimicrobial table surface, a 4K medical-grade screen for tele-consults, a quiet HEPA filter for sessions with clinical investigators, a protocol freezer for biological samples in transit, a biometric-locked lactation room, capacity for a 5 to 8-hour workday. This is where Mexican healthtech advisory committees run — the ones attached to Series B and C rounds — and where bioethics committees of private research centres meet, where CROs running protocols for Cofepris sit, and where Class II/III medical-device review committees gather before the sanitary registration filing. What defines Boardroom E-1 is not the medical screen; it is the documentary discipline. The merch is handed over at session close, with a copy for the clinical file and a counter-signature from the committee coordinator.

Boardroom E-1 logistics, access and sample custody

Boardroom E-1 operates with a single load-in entry: the service entrance of the digital-health hub, which accepts a 3.5-tonne refrigerated van within restricted hours (generally 6:00 to 10:00 and 17:00 to 20:00). The pedestrian load-in requires prior identification, the hub's badge, and a signature in the cold-chain logbook; informal access is not allowed. The hub's operations staff hands over POP material and the investigator kits with visible ID and badge. The back-of-house at Boardroom E-1 includes a biometric-locked protocol freezer with temperature log: the biological-samples room, where temperature-sensitive merch (thermal pens, thermometers, protocol labels) is kept in sealed boxes bearing the committee's stamp. Boardroom E-1 has no visible kitchen: the hub's cafeteria sends food through the service corridor, and table service is coordinated with the hub's operations lead to comply with biosafety protocol.

For sessions with international clinical investigators (typically from the US, Canada, Brazil, or Europe), we handle USD invoicing at the Banco de México FIX exchange rate of the day before the event, with USMCA compliance and support for deduction as R&D expense in the hub's fiscal close. For sessions with participation by Cofepris or Secretaría de Salud officials, we comply with the hub's biosafety protocol and the Hospital General's safety protocol when the committee sits during an active shift. The merch custody chain is documented with signature, timestamp, and photograph at every checkpoint: entry to the refrigerated load-in, review by the hub's operations personnel, transfer to the samples room, restocking during recesses, post-session collection.

For hubs with IMMEX operations or with partnerships with US hospitals, we handle complementary SAT invoicing with 16% IVA breakdown and support for deduction as R&D or PR expense. For CROs, we handle invoicing in compliance with the professional-services income regime under Mexican tax law. For healthtechs with US operations, we handle bilingual (es/en) invoicing and USMCA compliance when the investigator kit crosses the border as part of the hospitality kit for the investigator residing abroad.

Confidentiality, Boardroom E-1 compliance and prohibitions

Boardroom E-1 operates under rules the merch must respect: no mobile-phone use in the room during committee votes (biosafety protocol), no merch that creates biomedical noise or distraction, no backpacks or large bags in the room (biosafety protocol), no POP material with third-party logos (a frequent request from CROs), no food or beverages outside the hub's cafeteria service. For sessions that require limited-edition merch (numbered anniversary t-shirt of the protocol, book signed by the invited investigator, paperweight marking the year of the clinical trial), we coordinate with the hub's operations area to ensure the piece complies with biosafety protocol, clinical-confidentiality protocol, and transmission protocol (when the session is internal and is not recorded, in compliance with the Ley Federal de Protección de Datos Personales en Posesión de los Particulares).

For sessions with media coverage (post-trial press conference, protocol-results presentation, Class III device launch), we comply with the hub's press protocol and Cofepris protocol, with pieces carrying no third-party logos or with digital redaction when the hub's manual requires it. For sessions with internal transmission to the group's hospitals (sessions transmitted to Hospital Ángeles, Star Médica, or Médica Sur), we comply with the hub's transmission protocol with pieces visible on-screen and pieces hidden from transmission. For sessions with live transmission abroad (video call with FDA, EMA, or Health Canada investigators), we comply with time-zone rules and ship pieces to international laboratories two weeks in advance.

For SAT invoicing, we issue CFDI 4.0 with 16% IVA breakdown and support for deduction as R&D, PR, or training expense, depending on how the merch is used. For hubs with IMMEX or US operations, we handle complementary invoicing in USD or EUR with USMCA compliance when the merch crosses the border as part of the hospitality kit. Temperature-sensitive merch is delivered with carta porte 3.0 when interstate or international refrigerated transit applies, with the foreign-trade complement when applicable, and with the payment complement when the hub pays in instalments. Delivery to the samples room is documented with an entry slip signed by the hub's operations lead, the committee coordinator, and the biosafety officer.

Boardroom E-1 FAQ

Can the investigator kit be delivered with a signed receipt per committee member?

Yes — we deliver the kit with an individual acknowledgement, signed by the investigator, with delivery time and the signature of the uniformed delivery staff.

Can you handle merch for advisory sessions that recur each quarter?

Yes — we run quarterly programming with the same brand manual, scaling the run according to the advisory agenda and special guests (FDA investigators when applicable, Cofepris auditors, external bioethics committee). Coordination with the committee's technical secretariat for editorial curation.

Can the merch be invoiced as R&D expense?

Yes — we issue CFDI 4.0 to the SAT with 16% IVA breakdown and support for deduction as R&D, PR, or training expense, depending on the merch's use.
