Salon B-8: the room where the Government Relations director presents the 2027 legislative agenda to SHCP and the merch respects the public servant protocol

Salon B-8 is the room reserved for Government Relations briefings of corporates regulated by the Mexican Secretariat of Finance (SHCP), the National Banking and Securities Commission (CNBV), the National Insurance and Bonding Commission (CNSF), the National Commission for the Retirement Savings System (CONSAR), the Federal Economic Competition Commission (COFECE), the Federal Telecommunications Institute (IFT), the Energy Regulatory Commission (CRE), the Secretariat of Economy (SE), the Secretariat of Labour and Social Security (STPS), the Secretariat of Environment and Natural Resources (SEMARNAT), the Tax Administration Service (SAT), the Financial Intelligence Unit (UIF), the Bank of Mexico (Banxico), the Federal Consumer Protection Agency (PROFECO) and the regulator of the corporate's specific sector: 40-seat boardroom with 12-person oval table, 4-metre LED display for the legislative agenda presentation, table microphone audio system, videoconference for regional regulator office connection, adjacent waiting room for invited public officials, internal press room for corporate spokespersons, foyer for coffee break overlooking an interior garden, controlled access with corporate and regulator identification. This is where corporate Government Relations briefings run: legislative agenda presentation for the next fiscal year, regulation proposals the corporate would like to see on the regulator's agenda, corporate comments to regulator public consultations, regulatory impact analysis presentations, reform proposals the corporate would like to see discussed in Congress, corporate position papers before business chambers (CCE, COPARMEX, CONCAMIN, CONCANACO), regulatory compliance reports to the regulator. What separates Salon B-8 from a generic boardroom is the public servant protocol chain: the merch must comply with the General Law of Administrative Responsibilities (which prohibits public servants from receiving gifts from regulated entities with a value exceeding 10 UMAs), must comply with the regulator's Code of Conduct, must comply with the corporate's internal anti-corruption policy, and must be delivered in a sealed envelope signed by the VP of Government Relations and signed by the public servant to guarantee delivery traceability.

Salon B-8 logistics, access and chain of custody

Salon B-8 runs on a freight dock shared with the corporate Government Relations directorate: the lateral dock accepts 1.5-ton box trucks within restricted hours from 06:00 to 10:00, with prior supplier identification, corporate credential and logbook signature with facial recognition. There is no informal access to Salon B-8: corporate operations staff escorts the supplier at all times, and the load is moved to the Government Relations directorate store with corporate security escort. For the institutional documentation packages for deputies and senators, we handle national shipping via Estafeta, FedEx, DHL or UPS with cargo insurance, recipient (deputy or senator) signature and corporate email confirmation of delivery. For regulator public officials (SHCP, CNBV, CNSF, CONSAR, COFECE, IFT, CRE, SE, STPS, SEMARNAT, SAT, UIF, Banxico, PROFECO), the merch is delivered by hand to the public servant in the briefing room with the public servant's signature on the delivery traceability form for Article 51 LGRA compliance. Salon B-8's back-of-house has three areas: the public servant waiting room (where coffee is served before the briefing), the briefing room (where the session with the public servant takes place) and the Government Relations directorate store (where merch sits in sealed boxes bearing the corporate seal with key held by the VP of Government Relations).

For briefings with federal regulator public servant presence, we handle invoicing in MXN at the Banco de Mexico FIX rate from the day before the briefing, with support for deduction as Government Relations, Regulatory Compliance or Institutional Communications expense in the corporate fiscal close. For briefings with state regulator public servant presence (when applicable to corporates with state operations), we handle compliance with the corporate security protocol and the state regulator protocol when applicable. The merch chain of custody is documented with signature, timestamp, photo and facial recognition at every checkpoint: dock entry, operations inspection, transfer to the Government Relations directorate store, public servant signature on the delivery traceability form, restocking during recesses, post-briefing pickup.

Salon B-8 confidentiality, compliance and restrictions

Salon B-8 enforces operating rules the merch must respect: no merch with value exceeding 10 UMAs per Article 51 of the General Law of Administrative Responsibilities (LGRA), no merch with noise or distraction elements during the briefing, no backpacks or bags in the room (public servants and the corporate team use the corporate lockers), no POP material carrying third-party logos, no outside food or beverages beyond corporate catering, no merch leaving Salon B-8 without written authorisation from the VP of Government Relations. For briefings that touch on sensitive topics (tax reform, energy reform, labour reform, pension reform, fintech regulation, USMCA regulation, e-commerce regulation, outsourcing regulation, subcontracting regulation), we coordinate with the corporate legal directorate to ensure the merch clears the legal compliance protocol, the corporate anti-corruption protocol and the delivery traceability protocol to the public servant.

For SAT invoicing we issue CFDI 4.0 with the 16% IVA breakdown and support for deduction as Government Relations, Regulatory Compliance or Institutional Communications expense depending on how the merch is used. For corporates with IMMEX operations or US exposure, we handle complementary invoicing in USD with USMCA compliance when the merch crosses the border as part of the institutional disclosure material for public servants at US or Canadian regulators. For groups with operations in Turkey or Russia (through minority stakes or joint ventures), we handle complementary invoicing in TRY or RUB with compliance with local invoicing and foreign exchange regulations. Merch is delivered with carta porte 3.0 when interstate or international transit applies, with the foreign trade complement when applicable, and with the payment complement when the corporate pays in instalments.
