Mexican government merch runs inside the COMPRANET and LAASSP perimeter

Mexican government procurement operates inside a regulatory perimeter the European and US public sectors do not share. LAASSP (Ley de Adquisiciones, Arrendamientos y Servicios del Sector Público) sets the federal-procurement framework; the COMPRANET platform publishes the procurement opportunities; the SFP (Secretaría de la Función Pública) sets the accountability framework; the TESOFE (Tesorería de la Federación) handles the federal-treasury payments; the SHCP's Unidad de Política de Compras Públicas sets the procurement-policy framework. State governments have their own state-level procurement frameworks.

The merch has to clear a procurement-conscious audience. The COMPRANET-registered supplier has to clear the SFP's supplier-vetting process; the merchandise has to clear the dependency's brand-manual fidelity (the Secretaría's official escudo, the typography, the colour palette); the invoicing has to clear the CFDI 4.0 framework with USO CFDI G03 (gastos en general) for the federal-procurement expense line.

Public-event and citizen-engagement kits

For the public-event cycle (the dependencia's national-event calendar, the citizen-engagement events, the public-consultation cycle) — branded apparel, attendee merch, gift-quality items for the citizen and the stakeholder table. Per-event runs of 50–5,000 pieces with venue delivery 24–48 hours before the event opens.

Inter-agency meeting and protocol kits

For the inter-agency meeting cycle (SHCP-CNBV-CONSAR meetings, SENER-CRE-CNH meetings, the federal-state government meetings) — branded apparel, premium presentation kits, gift-quality items for the inter-agency partner table. Per-meeting runs of 25–250 pieces with venue delivery 4 weeks before the meeting.

Citizen-services and field-staff apparel

For the citizen-services and field-staff cycle (SAT's tax-advisor field staff, IMSS's clinic-staff, the SRE's passport-office staff) — branded apparel for the field-staff workforce. NOM-004 textile labelling, NOM-009-STPS-2011 alignment for the safety footwear where the field-staff role is on the road. Per-agency runs of 250–5,000 pieces per staff tier.

Diplomatic and international-engagement kits

For the diplomatic and international-engagement cycle (the SRE's diplomatic protocol, the Mexican embassies' national-day events, the international-trade-mission cycle) — premium tier uses Italian vegetable-tanned leather from the Toscana partner; standard tier uses Mexican full-grain leather sourced in León, Guanajuato. Per-event runs of 25–250 pieces.

COMPRANET-registered supplier and the LAASSP-aligned procurement

FAQ — government merch

COMPRANET-registered supplier?

Yes — the vendor is COMPRANET-registered with the SFP-vetted file, including the 32D SAT-issued tax-compliance opinion, the IMSS-compliance status, the INFONAVIT-compliance status, and the RFC alignment. The file is updated quarterly.

LAASSP-aligned procurement?

Yes — every federal-procurement file clears the LAASSP framework, including the public-tender framework where the merchandise contract exceeds the federal-procurement threshold. The state-government procurement follows the state-level framework.

CFDI 4.0 with USO CFDI G03?

Yes — CFDI 4.0 is issued with USO CFDI G03 (gastos en general) for the federal-procurement expense line, or USO CFDI P01 (definitive import) for the imported merchandise. The SHCP-aligned complemento Carta Porte is included where the merchandise ships across state lines.

Federal-state inter-agency meeting kits?

Yes — inter-agency meeting kits ship to the meeting venue 4 weeks before the meeting opens. We coordinate with the dependencia's logistics lead on the receiving window and the protocol kit.

Bilingual ES/EN for the diplomatic and international-engagement cycle?

Yes — diplomatic and international-engagement kits ship bilingual Spanish/English where the dependencia operates across the LATAM and US protocol.
