General RFP structure

The RFP is divided into ten sections. The first section presents the customer, their operation and the project context. The second section describes the project scope: product type, estimated annual volume, number of orders, destinations, calendars. The third section lists expected deliverables — physical products, documentation, quality evidence, post-delivery support. The fourth section describes operational constraints — lead times per event, delivery windows, destinations with particular logistics, quality levels.

The fifth section lists vendor requirements: legal, tax and social security documentation, applicable certifications, documented experience, verifiable references. The sixth section presents evaluation criteria and weighting — quality, price, lead time, capacity, sustainability. The seventh section describes the process calendar — RFP issuance, clarification meeting, proposal submission, evaluation, award. The eighth section covers expected contractual conditions. The ninth section lists annexes and formats. The tenth section presents the expected response format.

Evaluation criteria and weighting

Typical evaluation criteria of a merch RFP are five. Product quality — physical sample verification, evidence of applicable NOM compliance, documented quality control capability — with typical thirty per cent weighting. Total price — breakdown per line, IVA, shipping, payment terms — with typical twenty-five per cent weighting. Lead time — per line, per plaza, per window — with typical twenty per cent weighting.

Capacity — monthly capacity per line, partner workshops, inventory backup — with typical fifteen per cent weighting. Sustainability — recycled materials, environmental certifications, ESG policy — with typical ten per cent weighting. Weighting can be adjusted to the customer context — some customers privilege price, others quality or sustainability.

Vendor requirements

Vendor requirements are divided into four blocks. Legal and tax: deed, representative power of attorney, official ID, SAT tax status certificate, positive opinion on tax compliance, positive opinion on IMSS and INFONAVIT obligations. Quality: product technical sheet, evidence of applicable NOM compliance, workshop compliance letter, supply chain certifications where applicable.

Experience: workshop CV, comparable projects in the last three years, verifiable references with customer name and phone, monthly capacity per line. Sustainability: environmental policy, applicable certifications — FSC, GRS, GOTS, ISO 14001 — when the RFP requires it. Some customers with strong ESG commitment also request a sustainability report with impact metrics.

Use cases and deliverables

Use cases describe the typical scenarios the RFP must cover: corporate uniform for plant personnel, welcome kits for new hires, merch for corporate events, gifts for key customers, length-of-service recognition, fair packs, product launch kits, employee recognition. Each use case carries its estimated volume, lead time and specific requirements.

Expected deliverables include finished product, primary packaging where applicable, secondary packaging for transport, quality documentation — NOM compliance evidence, certificates of origin, laboratory test certificates where applicable — and post-delivery support with handling of replacements, returns and quality attention.

Calendar and clarification meeting

Typical calendar of a merch RFP lasts between four and eight weeks. Week one: RFP issuance and opening of question period. Week two: clarification meeting with all invited vendors — in-person in CDMX or via videoconference — and publication of questions and answers log. Weeks two to four: proposal submission period by invited vendors.

Week four: submission close and proposal opening. Weeks four to six: technical, economic and quality evaluation by the evaluation committee. Week six: finalist workshop visits when applicable. Week seven: final negotiation and award selection. Week eight: framework contract signing and programme kick-off. Dates are confirmed in writing when issuing the RFP and the calendar is respected without extensions.

Response format and proposal

The response format is delivered with the RFP and includes the templates the vendor must fill: cover with vendor data, technical description per line, production plan, quality evidence, economic proposal with breakdown per line, delivery plan, comparable use cases, CV, references, certifications and legal documentation.

The proposal is delivered in PDF format signed by the legal representative and in editable format — Word, Excel — to facilitate evaluation. Legal and tax documentation is delivered in simple copy with the proposal and in original or certified copy at award time. Proposal validity aligns with quote validity — typically thirty calendar days.

FAQ — RFP block

How long does a merch RFP last?

Typical calendar is four to eight weeks from issuance to award, depending on scope and number of invited vendors. Some RFPs with international comparison last up to twelve weeks.

How many vendors usually participate?

Depends on the customer. Some RFPs invite three workshops, others ten. We recommend inviting between five and eight for a robust comparison without saturating the process.

Is the clarification meeting mandatory?

We recommend yes. The meeting allows the customer to clarify scope and vendors to resolve doubts. The log is published and is binding for all participants.

Is the economic proposal binding?

The proposal is binding for the awarded vendor. During evaluation the customer may request clarifications and improvements; final negotiation happens before contract signing.
