Bajío vs North — where to produce and deliver corporate merch in Mexico

Operational comparison between the Bajío industrial corridor (Querétaro, San Luis Potosí, Aguascalientes, Guanajuato, Irapuato, Salamanca, Celaya) and the North region (Monterrey, Saltillo, Apodaca, Santa Catarina, San Nicolás, Chihuahua, Ciudad Juárez, Tijuana, Mexicali, Hermosillo, Nogales) for textile production, kit assembly, embroidery, screen printing, packaging, and delivery of corporate merch in Mexico, considering labor cost, transit times to assembly plants, IMMEX, OEA, and C-TPAT, key industrial parks (PIQ, Finsa, Advance Real Estate, Vesta, FINSA), availability of logistics-services providers, freight rates, regulatory compliance, and audit calendars — VW, GM, Stellantis, Toyota, BMW, KIA, Nissan, Mazda, Hyundai, Audi, plus Tier 1 (Bosch, Continental, ZF, Magna, Lear, Aptiv, Valeo), Tier 2, and Tier 3 suppliers.

Two regions, two economies, two calendars

The Bajío and the North are Mexico's two strongest industrial regions, but they run on different economies, calendars, and logistics networks. The Bajío — with Querétaro as the operational capital, San Luis Potosí as the home of BMW and GM, Aguascalientes as the home of Nissan and Sensata, Guanajuato as the home of Toyota, Mazda, Honda, and their suppliers — concentrates most of Mexico's automotive industry. Its industrial vocation is precision manufacturing: harnesses, cables, stampings, dies, paint, chrome, plastic parts, electronics. The North — with Monterrey as the operational capital, Saltillo as the home of Stellantis (ex-FCA), Chihuahua and Ciudad Juárez as the home of the traditional maquiladora industry, Tijuana and Mexicali as the border with California and Baja California — concentrates most of Mexico's electro-electronics, aerospace, home-appliance, and export-manufacturing industry.

To decide where to produce and deliver the corporate merch of an assembly plant, a Tier 1–3 supplier, a retailer with its own CEDIS, or a 3PL operator, you have to look at five variables: textile and assembly labor cost, freight cost and transit time between the production region (generally CDMX and Estado de México for Corp-Merch.com.mx) and the delivery region, availability of logistics-services providers in each region, regulatory compliance (IMMEX, OEA, C-TPAT, NOM-009, ISO 28000), and audit calendar. Corp-Merch.com.mx has worked with both regions since 2018, and the decision of where to produce and deliver depends on the client's brief, not on a general rule.

Operational comparison table

Labor and assembly cost

The Bajío has a labor cost slightly above the North for kit assembly and custom packaging, with average wages for textile and assembly operators between 12% and 18% above the North. The North has greater staff availability for large runs during peak season (Black Friday, Buen Fin, Christmas) because of the maquiladora tradition, with higher turnover but shorter training times. Specialized textile production (high-density embroidery, sublimation, DTF, automatic screen printing) has comparable prices between both regions because it depends more on installed technology than on direct labor cost.

Transit time and logistics cost

The Bajío has shorter transit times from CDMX (4 to 6 hours by highway) and from Estado de México (3 to 5 hours), with consolidated freight cost between 18% and 25% below the North. The North has long transit times from CDMX to Monterrey (12 to 14 hours), to Chihuahua (18 to 22 hours), to Ciudad Juárez (22 to 26 hours), to Tijuana (28 to 32 hours), with consolidated freight cost between 18% and 25% above the Bajío. The exception is air freight from CDMX to Monterrey (1.5 hours), useful for urgent restocks with a +200% surcharge over ground freight.

Logistics provider availability

The Bajío has consolidated 3PL operators (DHL Supply Chain, Kuehne+Nagel, DB Schenker, Ryder, CEVA, XPO, NFI) with CEDIS in Querétaro, SLP, Aguascalientes, and Guanajuato. The North has the same lineup of operators but with CEDIS in Monterrey, Saltillo, Apodaca, Santa Catarina, Chihuahua, Ciudad Juárez, and Tijuana. The choice of operator depends on the client's client (retailer, manufacturer) and their CEDIS location, not on a regional preference.

Regulatory compliance and audit calendars

The Bajío operates under heavy automotive regulatory load: IMMEX (temporary export when crossing the border), C-TPAT for integrated supply chain with the United States and Canada, IATF 16949, ISO 9001, ISO 14001, TISAX for clients with European headquarters, NOM-009-STPS-2011 for safety. The North operates under the same regulatory load but with emphasis on electro-electronics and aerospace, and more demanding OEA (Authorized Economic Operator) audit calendars because of the border. The decision of producing in the Bajío or the North depends on where the client has its plant, CEDIS, or warehouse, and on the audit calendars.

How to decide for a specific brief

To decide where to produce and deliver corporate merch, Corp-Merch.com.mx applies three criteria: first, where the destination plant or CEDIS is; second, what the client's delivery window is; third, what the available budget is. If the destination plant is in the Bajío (Querétaro, SLP, Aguascalientes, Guanajuato), the standard is to produce in CDMX or Estado de México and deliver consolidated by ground to the CEDIS or to the showroom with prior appointment at the inbound warehouse. If the destination plant is in the North (Monterrey, Saltillo, Chihuahua, Ciudad Juárez), the standard is to produce in CDMX or Estado de México and deliver consolidated by ground with national carrier or, when the urgency warrants it, by air to Monterrey (1.5 hours) with a +200% surcharge. The exception is when the client's client (retailer, manufacturer) has its CEDIS in the North and requires delivery consolidated at its own CEDIS; in that case, we adjust the packaging and the carrier to comply with their inbound manual.

When the client is an assembly plant with IMMEX and the material crosses the border as a temporary export, we label each kit with country of origin and archive the pedimento copy. When the client is a retailer with a CEDIS in the North and requires delivery to its own CEDIS, we deliver consolidated by ground with national carrier and prior appointment at the inbound warehouse. When the client is a 3PL operator with CEDIS in both regions, we deliver to each CEDIS separately with its own CFDI and Carta Porte. When the client is a residential real-estate developer with developments in both regions, we deliver to each development with prior appointment at the showroom and coordination with the after-sales team.

Comparative pricing — Bajío vs North

Prices in MXN before VAT. 16% VAT broken out in CFDI 4.0. When the recipient is a foreign resident, ISR withholding under Article 161 of the LISR. Textile and assembly production cost is comparable between both regions because it depends more on installed technology than on region. Consolidated freight cost is between 18% and 25% higher for the North because of distance. Transit time is 2 to 3 times longer for the North because of distance, except for air (1.5 hours CDMX–Monterrey with a +200% surcharge). MOQ is comparable: 100 pieces for corporate textile, 30 sets for personalized welcome kits, 25 sets for Operator of the Month recognition kits. Lead times: 7 to 10 business days standard for commercial runs; 4 to 6 weeks for welcome kits with custom packaging; 3 to 5 business days for urgent restocks with a +30% surcharge.

For Start of Production, plant anniversary, IATF 16949 audit, or Buen Fin / Black Friday peak season, we schedule the window with HR or with the operations director between 30 and 60 days ahead and deliver 3 to 5 days before so the operations team has time to label each uniform with the badge number and archive the CFDI copy in the employee's file.

FAQ — Bajío vs North

Which region is cheaper for merch production?

Textile and assembly production cost is comparable between the Bajío and the North because it depends more on installed technology than on region. The difference is in freight cost: the Bajío has consolidated freight 18% to 25% lower because it's closer to CDMX and Estado de México, where we concentrate our production.

Which region has stronger regulatory compliance?

Both regions run under the same regulatory load (IMMEX, C-TPAT, IATF 16949, ISO 9001, ISO 14001, TISAX, NOM-009-STPS-2011). The Bajío has an automotive emphasis; the North has an electro-electronics and aerospace emphasis, and more demanding OEA audit calendars because of the border. The decision depends on where the client has its plant and on the audit calendars.

Which region delivers faster to the destination CEDIS?

The Bajío delivers faster from CDMX because it's closer (4 to 6 hours by highway). The North requires 12 to 26 hours by ground from CDMX, except for air freight to Monterrey (1.5 hours with a +200% surcharge). The decision depends on urgency and budget.

Can you supply welcome kits for plants in both regions?

Yes — we deliver welcome kits for assembly plants and Tier 1–3 suppliers in the Bajío and in the North with ballistic backpack, engraved thermos, A5 thread-bound notebook, encrypted USB, premium Mexican snack, individual packaging, and, when the kit crosses the border, Carta Porte 3.0 as a temporary export.

Do you invoice with Carta Porte in both regions?

Yes — we issue Carta Porte 3.0 complement when the material crosses the border or changes domicile on the same delivery day. We archive XML and PDF for seven years under Article 30 of the CFF and deliver the temporary-export pedimento copy when the client requires it.
