Corp 46 final bundle: the kit that closes findings in STPS and Civil Protection audits

When a Mexican plant runs under NOM-004-STPS for materials handling, NOM-017-STPS for personal protective equipment, NOM-018-STPS for hazard communication and NOM-035 for psychosocial risk, what gets handed to the operator stops being a uniform and becomes documented evidence. The corp 46 final bundle equips the floor operator with a 3M H-700 hard hat with four-point suspension, a class 2 high-visibility vest with retroreflective tape, polycarbonate safety glasses with UV and anti-fog protection, area-specific gloves (cut, abrasion or chemical), NRR 32 dB corded earplugs, rigid signage for the workstation and a training logbook in printed and digital format with original signature. The CFDI 4.0 invoice is issued with USO CFDI G03 and attached to the compliance file that STPS, Civil Protection or the insurer reviews on visit.

Why the compliance kit gets expensed, not merchandised

The industrial safety, occupational health and environment area of a Mexican corporate spends between 1.2 and 3.5% of payroll on personal protective equipment, signage and training. That line is 100% deductible under the general tax regime but requires supporting documentation: manufacturer's technical sheet with NOM compliance, signed delivery acknowledgement by the employee, dated training record with the responsible party and scheduled equipment replacement by useful life. The corp 46 final bundle is invoiced with CFDI 4.0 broken out by line with the technical description of each component and the applicable NOM compliance.

For IMMEX plants in Baja California, Sonora or Tamaulipas, the kit is assembled in the free zone at 0% IVA and delivered with the Free Zone complement to the SAT. The Carta Porte 3.0 attaches the origin in Tijuana or Matamoros and the destination at the client's plant. When the plant runs under PROSEC or drawback, we attach the foreign trade complement that the customs area requires to certify the PPE is not re-exported.

The corporate that rotates seasonal personnel (peak manufacturing, peak logistics, agribusiness) faces the classic problem: the equipment gets lost, deteriorates or goes with the worker at the end of the contract. The corp 46 final bundle runs scheduled replacement every six months for continuous-use PPE and every three months for disposable PPE. The invoice goes out against actual delivery with payment complement when the corporate pays at 30 days.

For plants with ISO 45001 or ISO 14001 certified management systems, we attach to the kit the manufacturer's certificate, the safety data sheet when applicable (MSDS) and the PPE maintenance record. The documentation ships in digital format inside an encrypted USB that the industrial safety area files in the employee's record. This turns the kit into auditable evidence and not loose expense.

How compliance documentation works for STPS and the insurer

The corp 46 final bundle runs in two invoicing modes. The first is monthly order with CFDI 4.0 issued at month close and line-by-line technical description. The second is annual contract with fixed unit price invoiced against actual delivery, with payment complement at 30 days when the corporate runs on credit lines.

USO CFDI depends on the client's tax regime and the area receiving the expense. For Régimen General with an industrial safety area, it goes on key G03 (general expenses). For RESICO, the same key applies because the expense is 100% deductible under the trust regime. Accounting validates ahead of the first batch to confirm the right key and the specific expense account.

The 16% IVA breaks out line by line on the CFDI 4.0. For free-zone deliveries (IMMEX), IVA is calculated at 0% and the Free Zone complement attaches with the SAT authorisation number. For deliveries with Carta Porte across state lines, the Carta Porte 3.0 complement attaches with the carrier's data. When the plant runs under PROSEC, we attach the foreign trade complement that certifies the PPE is consumed domestically.

Cancellation or correction of the CFDI runs within 24 hours of the request. Size changes after delivery are handled by replacement with an additional charge and a new CFDI for the additional piece. A kit not delivered because of a withdrawal before the first day is invoiced only when order confirmation was signed by HR or industrial safety at least 5 business days in advance.

Sizes, colours and stock curve

The recommended curve for an 80-operator plant is: hard hats 100% in standard size with universal adjustment; vests in XS 5%, S 25%, M 35%, L 25%, XL 10% with reserve for extreme sizes; gloves in M 30%, L 40%, XL 25%, XXL 5% for higher-exposure areas. Hard hat and vest colours follow the NOM-026 code for visual function identification.

For corporates with multiple plants across states (manufacturing in Guanajuato, assembly in Chihuahua, distribution in Jalisco), we run segregated stock per location with independent invoicing per RFC. Consolidation of hard hat and vest stock runs 8 weeks ahead for monthly series of 50 kits or less, and 12 weeks ahead for mass onboarding of more than 200 operators.

For plants with ISO 45001 or ISO 14001 certified management systems, we attach the manufacturer's certificate, the technical sheet with NOM compliance and the safety data sheet (MSDS) when the PPE includes chemical gloves or respirators. Documentation ships in digital format and gets filed in the employee's record by the industrial safety area with backup in the document management system.

Pricing, MOQ and timelines

Pricing in MXN before 16% IVA. The corp 46 final bundle starts at $1,640 MXN per unit from MOQ 25. In monthly series of 60 kits or more, the unit cost drops to $1,420 MXN. In annual contracts above 600 kits with monthly deliveries, the unit cost drops to $1,280 MXN with safety stock reserved at our CDMX and Guadalajara warehouses. The CFDI 4.0 invoice is issued at month close with full deductibility under industrial safety expense.

Production runs 15 to 18 business days for kits with standardised NOM components. Series above 150 kits require 22 to 25 business days with a 6-week lead time ahead of the first day. Plant delivery goes out 1 to 3 days before start with tracked courier and acknowledgement from the industrial safety or HR area.

For IMMEX corporates in the free zone, the kit is assembled in Tijuana or Monterrey with cross-border delivery in 24 to 48 hours and Carta Porte at 0% IVA. For corporates with multiple legal entities and centralised industrial safety, we run a consolidated kit with breakdown per entity on one invoice with separate lines per RFC.

FAQ — corp 46 final bundle

Does the kit include signage for the workstation?

Yes. The corp 46 final bundle includes rigid signage for the operator's specific area: no entry, mandatory PPE, electrical hazard, chemical hazard, evacuation route or safe zone. Signage complies with NOM-026-STPS in dimensions 30 × 40 cm or 40 × 60 cm depending on case, safety-colour pictogram, high-contrast Spanish text and rigid PVC or aluminium composite material. It invoices separately with its own line on the CFDI 4.0.

Can you customise the hard hat with a corporate logo decal?

Yes. The 3M H-700 hard hat accepts high-adhesion vinyl decal or direct pad printing with the corporate logo. The decal applies on the front and sides when the corporate requires it for area identification (production, maintenance, quality). Customisation does not affect NOM-009-STPS compliance or the hard hat's ANSI Z89.1 certification.

What happens if the operator resigns before the PPE useful life ends?

PPE is considered delivered to the operator and logged in the logbook. No return or replacement applies to the corporate. The corporate decides whether to charge the PPE to the operator in their severance (common practice in manufacturing and construction) or absorb it as a period expense. The original invoice remains as support for the deductible expense.

Can you deliver to IMMEX plant at 0% IVA?

Yes. For IMMEX plants in Baja California, Sonora or Tamaulipas, we deliver into free zone with 0% IVA CFDI and the Free Zone complement attached. The Carta Porte is issued with origin at our Tijuana or Matamoros warehouse and destination at the client's plant. For IMMEX with multiple plant deliveries inside the free zone, 0% stays in place with a residential address complement per delivery.

Do you handle gloves for chemical-risk areas?

Yes. For areas handling solvents, acids or bases, we deliver 18 mil nitrile gloves over cotton liner with long cuff. EN 374 and NOM-052 compliant. The safety data sheet (MSDS) attaches to the kit in digital format. For biological-risk areas (food, pharma, hospital), we deliver single-use nitrile gloves with FDA and NOM-252 compliance.

Can you include earplugs and respiratory protection?

Yes. For plants with noise above 85 dB, we add NRR 32 dB corded earplugs that meet NOM-011. For dust or vapour areas, we add N95 respirator with NIOSH certification or half-face with cartridges depending on the contaminant. Each component is invoiced on a separate line in the CFDI 4.0 with technical description and regulatory compliance.
