Buen Fin and the promo mechanic

Buen Fin is Mexico's largest commercial promotion campaign, established in 2011 by the Consejo Coordinador Empresarial and the Secretaría de Economía. It runs on the long weekend close to 20 November (anniversary of the Mexican Revolution) with 4 days duration (Thursday to Sunday) and established commerce across the country participates. In 2025 Buen Fin generated sales over $200,000 million MXN per CONCANACO.

The Mexican corporate participating in Buen Fin invests between 8% and 15% of the campaign's estimated revenue in marketing and advertising. The typical breakdown includes: digital ad spend (40%), point-of-sale promotion (25%), promo-staff team (15%), POP material (10%), customer discounts and promotions (10%). The corp 13 final bundle covers the three first categories: promo staff, POP material and supplementary material for the sales floor.

The corporate must comply with NOM-028-SCFI-2007 on incentive promotions and the Federal Consumer Protection Law regarding advertised terms and conditions. PROFECO oversees that advertised discounts are real and that sales conditions (validity date, piece count, restrictions) are met. The non-compliant corporate faces administrative sanctions and reputational damage.

The corporate's invoicing during Buen Fin concentrates in 4 days with 300% to 500% increase versus the daily average. The systems area must be prepared to issue CFDI 4.0 at high speed and the inventory area must ensure sufficient stock. The corporate running SAP, Oracle, NetSuite or similar must run load tests 4 weeks ahead to avoid crashes during the campaign.

How commercial promotion gets invoiced

The commercial promotion expense is deductible for the Mexican corporate under Article 27 LISR, fraction I, as an expense strictly indispensable to the business activity. The CFDI 4.0 invoice is issued with USO CFDI G03 (general expenses) when the material is used for the internal campaign, or key P01 (to define) when invoiced as part of the advertising campaign with promotion-and-sales deductibility.

The 16% IVA breaks out line by line on the CFDI 4.0. For IMMEX corporates participating in the campaign from free zone, IVA is set at 0% with the Free Zone complement attached. For interstate deliveries with Carta Porte, the Carta Porte 3.0 complement is attached with the shipping data. The invoice goes per campaign with per-store or per-site breakdown.

The corporate running an annual campaign (Buen Fin + Hot Sale + Christmas + others) issues a single consolidated invoice for all campaigns in the year. The invoice breaks down by campaign, date, site and kit count. Deductibility operates under the same Article 27 LISR regardless of frequency. Supporting documentation includes the marketing-signed media plan, budget authorisation from the managing director and each campaign's impact reports.

For corporates exporting POP material to stores in the United States or Canada under USMCA, invoicing runs with foreign-trade complement and 0% IVA. The POP material is documented as temporary export when it returns to Mexico at the campaign's end, or as definitive export when it stays at the destination. The export pedimento is processed with attached campaign participation constancia.

Store delivery logistics nationwide

The corp 13 final bundle delivery to stores across Mexican territory runs 5 business days before Buen Fin starts. Logistics uses tracked courier (DHL, FedEx, Estafeta) for stores in main cities and dedicated transport for stores in extended zones. Delivery is documented with a signed acknowledgement by the store manager and a photographic report of installed material.

The corporate with more than 50 stores across multiple states runs with a per-region delivery calendar: the northern region gets the delivery 7 days ahead, the central region 5 days, the southern region 8 days due to more complex logistics. The corporate with its own logistics network (typical case of retail chains like Walmart, Chedraui, Soriana, Oxxo) can request centralised delivery at its CEDIS for internal distribution.

Banner and POP material installation in-store runs 2 days ahead by the corporate's installation team or by a specialised provider. The banner is placed at the store entrance or in the highest-traffic area. POP material is distributed at the promoted-products points of sale. The corporate's marketing area verifies installation with a scheduled visit or with photography sent by the store.

Material return at the campaign's end runs with tracked courier to the corporate's central CEDIS. Reusable material (rollable banner, wristbands, aluminium structure) is stored for the next campaign. Disposable material (undistributed leaflets, unused wristbands) is recycled or donated to educational programmes. The corporate running annual campaigns recovers up to 60% of reusable material.

Pricing, MOQ and timelines

Pricing in MXN before 16% IVA. The corp 13 final bundle starts at $890 MXN per unit from MOQ 25 kits. In series of 100 kits or more for a single campaign, the unit cost drops to $720 MXN. In annual contracts for corporates with recurring promo calendars (Buen Fin, Hot Sale, Christmas, etc.), the unit cost drops to $620 MXN with safety stock and scheduled delivery per campaign. The CFDI 4.0 invoice goes out with deductibility as promotion and advertising expense.

Production runs 15 to 18 business days for kits with printed t-shirt and customised banner. Series above 500 kits require 22 to 26 business days with a 5-week lead time before the campaign starts. Delivery to stores goes out 5 to 8 business days ahead per region. Material installation is scheduled in the 2 days before the campaign starts.

For corporates running export campaigns to stores in the United States or Canada under USMCA, we run cross-border delivery at 0% IVA with foreign-trade complement. Transit time is 3 to 5 business days for stores in Texas, California or Arizona, and 5 to 7 business days for stores in the rest of the United States or Canada.

FAQ — corp 13 final bundle

Do you comply with NOM-028-SCFI-2007 on promotions?

Yes. The terms-and-conditions leaflet is designed with clear language, explicit validity date, discount-calculation examples and visible restrictions per NOM-028-SCFI-2007 and the Federal Consumer Protection Law requirements. The banner includes the discount percentage, before-and-after price, validity date and footer with corporate info. Documentation is filed with the campaign record for PROFECO review in case of inspection.

Can you customise the kit for the May Hot Sale?

Yes. The corp 13 final bundle adapts to any commercial promotion campaign: Buen Fin (November), Hot Sale (May), the E-commerce Buen Fin (July), Christmas (December), back-to-school (August) or any custom campaign. The colour palette, claim and campaign mechanic are customised per the marketing area's brief. Customisation cost is included in the base kit price.

How is POP material that gets exported invoiced?

POP material exported to foreign stores is invoiced with CFDI 4.0 with foreign-trade operation key, 0% IVA rate and export pedimento. The destination campaign's participation constancia is attached to the pedimento. For material that returns to Mexico (temporary export), a return pedimento is processed at the campaign's end. Documentation is preserved for 5 years for SAT and ANAM review.

Can you handle 1,000+ stores with simultaneous delivery?

Yes. For corporates with 1,000+ store networks, we run logistics with multiple distribution CEDIS and per-region delivery calendar. Production is scheduled 8 weeks ahead to guarantee workshop capacity and print volume. Delivery runs with tracked courier for stores in main cities and dedicated transport for stores in extended zones. The delivery report is sent to the corporate in Excel format within 48 hours.

What happens if material is damaged during shipping?

Material damaged by courier is replaced at no cost within 5 business days of the report. The replacement is invoiced as a new receipt with reference to the original invoice. The corporate doesn't need to cancel the original CFDI because the damaged material never reached the store; the new material is invoiced as an additional delivery under the same annual contract. The photographic damage report is filed with the record for courier claim.

Do you run versions for brick-and-mortar vs e-commerce?

Yes. For brick-and-mortar, kit with promo-staff t-shirt, rollable banner, wristbands and leaflet. For e-commerce, kit with digital banner, email template, social media kit (stickers, hashtags, post examples) and special packaging for campaign shipments. The e-commerce version is invoiced with digital-marketing deductibility. The combination of both versions operates under the same annual contract with segregated invoicing.
