Mexican business chambers and diplomatic protocol

Business chambers are the employer organisations that represent Mexican productive sectors before the government and abroad. CCE (Consejo Coordinador Empresarial) is the confederation that groups the main Mexican chambers and confederations and represents more than 2 million companies. COMCE (Consejo Mexicano de Comercio Exterior) promotes foreign trade and foreign investment. COPARMEX (Confederacion Patronal de la Republica Mexicana) groups more than 36,000 companies and business centres across the country.

Mexican business diplomatic protocol operates with specific norms of the Mexican Foreign Service and the business chambers. The protocol includes order of precedence, formal dress, diplomatic-gift handling, event logistics, simultaneous translation, media management and dignitary care. The Mexican business chamber that executes protocol correctly projects an image of solid, reliable and professional Mexico before international counterparts.

The diplomatic gift is one of the most important elements of Mexican business protocol. The gift is selected according to the dignitary's hierarchy, the culture of the country of origin and the nature of the event. For European dignitaries, Mexican Taxco silver or Baccarat crystal. For Asian dignitaries, jade or lacquer. For Latin American dignitaries, an artisanal Mexican piece (alebrije, Talavera ceramic, rebozo). The corp 119 final bundle covers the most relevant diplomatic gifts for the chamber corporate.

The Mexican business chamber that receives dignitaries in trade missions, investment forums or official visits must comply with specific protocol. SRE (Secretaria de Relaciones Exteriores) coordinates official missions and sets the protocol guidelines. The chamber that breaks protocol faces diplomatic observation, retraction of future invitations and deterioration of bilateral relations. The corp 119 final bundle equips the chamber to comply with Mexican and international protocol.

How the diplomatic protocol kit is invoiced

The corp 119 final bundle is invoiced under CFDI use key G03 (general expenses) with line-by-line breakdown. The deductibility runs under Article 27 LISR as an expense strictly indispensable in business diplomatic operations. For chambers under the not-for-profit civil-association regime, the deduction runs under the same article as long as the expense is tied to the chamber's social purpose. For chambers under the business-services regime, the deduction runs under the same article.

The bilateral-meeting kit and the dignitary visit kit are invoiced with key E48 (work equipment) or H89 (goods not covered) depending on the piece. The artisanal Mexican piece is invoiced under key E46 (product not classified). The book about Mexico is invoiced under key E46. The executive backpack and trade-mission kit are invoiced under key E46. The diplomatic event certificate is attached to the chamber's file.

For chambers with international deliveries, the shipment runs with foreign-trade complement and definitive export pedimento. The invoice runs with the foreign-trade key and 0% IVA when the recipient resides abroad. For chambers with operations in border zones, the invoice takes advantage of the border fiscal stimulus that reduces IVA to 8% in the northern zone or applies reduced IEPS in the southern zone.

The business chamber with an annual diplomatic programme issues one consolidated quarterly invoice for all deliveries of the quarter. The invoice breaks down by event (bilateral, forum, visit, mission), date, dignitary recipient and individual amount. The deductibility runs under the same Article 27 LISR regardless of frequency. The supporting documentation includes the chamber president-signed event list, the diplomatic certificates issued, and the annual report of business diplomatic activities.

Diplomatic protocol and Mexican foreign trade

Mexican business diplomatic protocol is governed by the Ceremonial Regulation of the Mexican Foreign Service and by international diplomatic-law norms. The regulation sets the order of precedence, the treatment of dignitaries, the protocol of official events and the handling of diplomatic gifts. The Mexican business chamber that complies with the regulation projects a professional image and facilitates trade negotiation.

COMCE (Consejo Mexicano de Comercio Exterior) is the organisation that promotes Mexican foreign trade. COMCE groups more than 1,500 exporting companies and coordinates trade missions to 35 countries in the Americas, Europe, Asia and Oceania. COMCE operates offices in the main cities of Mexico and representatives in Mexican embassies abroad. The trade mission is the most important instrument of COMCE for promoting the Mexican exportable offering.

CCE (Consejo Coordinador Empresarial) is the confederation that groups the 12 main Mexican chambers and confederations: COPARMEX, CONCAMIN, CONCANACO, COECE, AMIS, CMIC, Consejo Mexicano de Hombres de Negocios, Consejo Mexicano de la Industria de Productos de Consumo, among others. CCE represents the Mexican private sector before the federal government, the Congress of the Union and international organisations. The bilateral CCE meeting with international counterparts is the most relevant Mexican business diplomatic event.

COPARMEX (Confederacion Patronal de la Republica Mexicana) is the confederation that groups business centres in the 32 Mexican states. COPARMEX has more than 36,000 member companies and is one of the most important voices of the Mexican private sector. COPARMEX operates with business advocacy, public-policy management and promotion of corporate social responsibility. The diplomatic protocol kit of the corp 119 final bundle adapts to the specific needs of COPARMEX and its business centres.
