Argentina Package: the country of exchange rate and cepo

The Argentina package operates on the Argentine market with the particularities of fiscal and exchange compliance: electronic invoicing with Código de Autorización Electrónico (CAE) from AFIP, IVA and Ingresos Brutos compliance per province, BCRA compliance for entry and exit of foreign currency (the Argentine cepo cambiario limits the purchase of dollars and the transfer of pesos to foreign accounts), SIRASE compliance for international operations, and piece price in blue / official / MEP dollars as applicable. The piece is produced in Mexico with SAT invoicing and shipped toward Buenos Aires with bilingual Spanish compliance.

AFIP, BCRA and Argentine fiscal compliance

The Administración Federal de Ingresos Públicos (AFIP) is the Argentine tax authority requiring electronic invoicing with Código de Autorización Electrónico (CAE) for all commercial operations: the invoice is issued in the AFIP Facturador or Mobile Facturador system with identification of the recipient's CUIT, breakdown of IVA 21% (general rate) or 10.5% (reduced rate), and compliance with the purchases and sales information regime (CITI). Corp-Merch.MX coordinates with the corporate's accounting for electronic invoice issuance with CAE per RG 4291 of AFIP.

The Banco Central de la República Argentina (BCRA) regulates the exchange market with the cepo cambiario that limits the purchase of dollars and the transfer of pesos to foreign accounts: for the payment of the piece import, the corporate must access the Mercado Único y Libre de Cambios (MULC) with settlement through an authorised financial entity, compliance with Communication A 7401 of BCRA for goods import operations. The SIRASE (Sistema de Registro de Operaciones Internacionales) requires registration of the operation before shipment with 90 calendar days compliance for payment abroad.

Exchange rate and piece price

Argentina operates with three simultaneous exchange rates: the official (controlled by BCRA), the blue (informal market), and the MEP or Bolsa (obtained through bond buy-sell in the stock market). The Corp-Merch.MX piece quotation is done in US dollars (USD) to avoid exposure to the Argentine exchange rate, and the payment from Argentina is made in Argentine pesos at the official MULC exchange rate of the day before payment, per Communication A 7401 of BCRA.

For budgets in Argentine pesos, the corporate can choose between the official quotation (pesos per dollar at official exchange rate), the blue quotation (pesos per dollar at blue exchange rate), or the MEP quotation (pesos per dollar at MEP exchange rate). The default option is the official MULC quotation for fiscal compliance; the other quotations are reference for operating budget but have no fiscal validity for AFIP.

Logistics to Argentina: ports and cepo

The Argentina package logistics operates by sea from the Mexican port of Veracruz (Mexican port with the highest volume toward the South Atlantic) toward the Argentine port of Buenos Aires (port of Argentina's economic capital and main import hub). For urgent shipments, the package operates by air from Mexico City International Airport (MEX) toward Ezeiza International Airport (EZE). The maritime transit time from Veracruz to Buenos Aires is 10 to 14 days, and the aerial transit from MEX to EZE is 10 to 12 hours.

The piece delivered in Argentina requires customs clearance with the Argentine Customs (DGA) with DJAI (Declaración Jurada Anticipada de Importación) registered with SIRASE, compliance with the Malvina Computer System (SIM) for customs control, and payment of import duties (tariffs) per the NCM (Nomenclatura Común del Mercosur) of the product. Corp-Merch.MX coordinates with an Argentine customs broker registered with AFIP for simultaneous compliance.

For Argentina commercial with runs from 100 units, the window closes 30 days before the launch. For Argentina meetings with runs from 30 units, the window closes 30 days before the event. For Argentina restocking with runs from 100 units, the window closes 45 days before quarter start.
